Officials of GKN are rightfully concerned about the lack of primary source fire protection. The County desires to provide this water service as soon as possible. Should the Economic Development Administration authorize Lee County to proceed;-we could decrease the overall-construction - time as much as four or five months. Lee County has adequate funds to provide interim financing for the project.- Up to $350,000 is available from the general fund,!-and the County has deposited $595;000 in bond sales revenue--committed-to this project. Lee County is aware of and fully understands that authorization to begin. construction does--not,-assure approval of all- or any partof the project;. that Lee County will be proceeding at its own risk; that the Economic Develop- ment Administration assumes no responsibility or obligation for any contracts, agreements, or any.financial activity entered into in-behalf of the project prior-to final-.approval-by the Economic Development Administration of plans and specifications for the proposed facilities; that all construction under- taken.in behalf.of the project must-be strictly in accord with the rules and regulations prescribed for construction of projects funded by the Economic Development Administration; and, that if the project is subsequently approved, the Economic Development Administration must-be satisfied, prior to dis- bursement.of Federal funds, that prior construction has met all conditions
