<br />Mr, Buchanan reported that'the'final payment of the, State Grant
<br />in the_amount of $2, 522.00.had been authorized with respect to the water tank,
<br />at the Clawson Williams Industrial Park.
<br />Mr, Buchanan reported that the Economic' Development Adminis-
<br />a x £,'=tration`of the!U,tS. Department of Commerce, through its Southeastern Regional
<br />office, under of January 12, 1.979,: had authorized' the County to submit a formal'
<br />application. to the EDA in the amount'of $500,000.00, for assistance in constructing
<br />t` a water,;system'which,would go in the.area of Northview, Colon and Osgood,
<br />Commissioner Gordon A. Wicker moved''that $1, 000, 00, be appropriated from the'
<br />bond. proceeds "for-use in obtaining°an option for a water tank site to serve the
<br />s (water line' Uetwe"en Northview; Osgood and Colon, Commissioner Clyde J..'
<br />Rhyne seconded the motion and upon a roll call-vote; Commissioner Funderburke,
<br />Nielsen, Rhyne, Wicker and Harmon voted for it and, no one voted against it.
<br />Commissioner Rhyne reported to the board that Mr. P. K. Buchanan
<br />was "requesting $28, 600, 00 in assistance in constructing a water line.and a sewer
<br />`line to an industrial site in the Jonesboro area, No formal action was-taken,
<br />Upon motion of Commissioner Clyde J. Rhyne, duly seconded by
<br />Commissioner Lila P. Nielsen, which motion was unanimously adopted, it was
<br />resolved to authorize"the Chairman to execute a letter to Mr.. Mabry Morgan, of
<br />the Economic Development Administration of the 'U. S. Department of Commerce,
<br />requesting,authorization for the County to proceed at its own risk with the con-
<br />struction of the Colon- Osgood- GKN Water, Line project. A copy of the letter is
<br />attached to these minutes and by this reference made apart hereof.
<br />Upon motion of. Commissioner Rhyne, seconded by Commissioner
<br />Nielsen,' the Chairman.was authorized and directed to execute a letter to Mr,
<br />Charles Oxley, of the Economic Development Administration, ,U, S. Department
<br />of Commerce, attesting to the capacity of Lee County to,provide interim financing.
<br />for the Colon- Osgood -GKN water line.
<br />Upon motion of Commissioner Rhyne, seconded by Commissioner
<br />Funderburke, the.Chairman.was authorized and directed to execute a letter to the
<br />Economic Development Administration, U. S. Department of Commerce, attesting
<br />that the communities of Colon and Osgood are un-incorporated and neither has any
<br />legal standing independent from the County of Lee.
<br />The letter of Commissioner Rhyne, as Chairman of the Overall.
<br />Economic Development Program, Committee to,the Economic Development Admin-
<br />istration, U. S. Department of Commerce, attesting that the GKN-Colon-Osgood
<br />Water Line is consistent with the objectives in the County's, Economic Development
<br />Program, was read to the Board.
<br />The Clerk presented' before the Board a request of the Lee County
<br />Board of Education for approval of a budget amendment-in'the capital outlay fund
<br />in which $2, 950. 00 is to be transferred from the unappropriated fund balance to the
<br />Audio Visual equipment line item for the purchase of a movie camera projector
<br />and other equipment purchased by, the Athletic Department at Lee Senior High. The
<br />transfer-was approved upon motion of Commissioner Jack Funderburke, seconded
<br />by Commissioner 'Lila P. Nielsen, which motion was adopted upon a roll call vote
<br />and which Commissioners Funderburke; `Nielsen, Rhyne, Wicker and Harmon voted
<br />for it and no one voted against it.
<br />The written report of Mr. James L, Clark, Lee County Tax Super-
<br />-visor; recommended the refund of $52.95, to Mr. Hal Hancock, for property which
<br />:was listed both to Mr. Hancock and to the Hancock Sand Company, together with the
