KID 9 PAGE379 <br />Commissioner Rhyne moved that the Tax Supervisor see that the <br />photograph of all appraisers engaged in the re-evaluation work in Lee County be <br />published in a newspaper of general circulation in the County so that the public <br />might be informed as to who would be calling on them on behalf of the County. <br />Commissioner Funderburke seconded the motion and upon a vote it was unanimously <br />adopted. <br />Commissioner Rhyne reported that the Central Carolina Technical <br />Institute had $7, 600. 00 remaining from a completed project and requested instruct- <br />ions as to what they should do concerning these funds. Upon motion of Commiss- <br />ioner Rhyne, seconded by Commissioner Funderburke, which motion was unanimous- <br />ly adopted, the Board RESOLVED to instruct Central Carolina Technical Institute <br />to retain the funds in its Capital Outlay Budget and it would be appropriated by the <br />Board in the Capital Outlay Budget for the coming fiscal year. <br />Commissioner Rhyne reported that the Central Carolina Technical <br />Institute Board of Trustees had requested the payment of $325, 000. 00 for its <br />Capital Outlay Program prior to next July but that he recommended that no action <br />be taken since the funds were not available. <br />Commissioner Rhyne reported that Juvenile Justice and Delinquency <br />Prevention Act funds were available in the amount of $12, 744. 00, and that he moved <br />that the County apply for such funds and agree to abide by the appropriate regulations <br />concerning disbursement of such funds. Commissioner Nielsen seconded the motion <br />and upon a vote it was unanimously adopted. <br />Commissioner Rhyne then brought up for discussion, the regauest of <br />ND JRJI <br />Mr. P. K. Buchanan, for assistance in the construction of a water~~ine to an <br />industrial site in Jonesboro Township. The minutes of the Board and its action <br />concerning the Trion line were discussed and reviewed. Commissioner Rhyne <br />a1p SEUCt <br />moved that the Board extend the waterA me to the Buchanan industrial site and <br />that funds in the amount of up to $15, 000. 00 be appropriated from the unapprop- <br />riated surplus in the General Fund for such purpose and that said line5be constructed <br />in all particulars in accordance with the program maintained by the City and County <br />under the County's bond program. Upon a roll call vote, Commissioners Rhyne, <br />Nielsen and Harmon voted for it and Commissioners Funderburke and Wicker voted <br />against it. The Chair ruled that the motion carried by a majority vote. <br />The meeting then adjourned until 4:30 o'clock p. m., to meet with <br />the representatives of the Department of Transportation. <br />The meeting reconvened at 4:30 o'clock p, m., with all Commissioners <br />present and the following representatives from the North Carolina Department of <br />Transportation: Mrs. Martha C. Hollers, Mr. Fred Beck, Mr. Henry Jordan, Mr. <br />Fred Whitesell and Mr. Raymond Sproles. <br />Chairman K. S. Harmon presided and the following business was <br />transacted: <br />Mrs. Hollers reported to the Board that Lee County's share of the <br />Secondary Road Funds distributed by the State formula, will be $112, 576. 00. She <br />also stated that there were 57. 6 miles of unpaved roads in Lee County. <br />A general discussion about various road matters was had. Commiss- <br />ioner Gordon Wicker reported that the U. S. 421 By-Pass east of Sanford was one <br />of the main needs of the County. A discussion was had about the old U. S. 421 by <br />Mack's Stores building and the intersection of Nash Street. Commissioner Rhyne <br />and Commissioner Nielsen reported on the dangerous condition of N. C. Highway <br />42 and the need to widen this road due to the heavy traffic. Commissioner Wicker <br />discussed the dirt roads in the Hall community, one leading from the lower Moncure <br />Road to the Cletus Hall home place and another from the same area to Lee's Chapel <br />Church. Commissioner Wicker also discussed the need for paving the entrance <br />
