D 0.( tiv prop 38, <br />Chairman Hincks opened the public hearing that had been advertised for this date <br />and time. <br />No one present spoke in favor of or in opposition to the proposed plan. <br />Chairman Hincks closed the pubic hearing. <br />The second public hearing advertised involved an amendment to the Subdivision <br />Regulations of Lee County. Article VIL and Procedures for Review and Approval of <br />Subdivision Plats. Section D. Planner Althea Thompson stated that the revised certificate <br />should read as follows since the City of Sanford has now purchased the water lines from <br />Lee County: <br />Certificate of Approval of the Desian and Installation of Water <br />and Sewer Utilities I hereby certify that all water and/or sewer <br />utilities have been installed according to the City of Sanford <br />specifications and standards in the (insert name) Subdivision <br />or that a guarantee of the installation of the water and/or <br />sewer utilities in an amount and manner satisfactory to the <br />City of Sanford has been received. <br />No one present spoke in favor of or in opposition to the amendment to the <br />Subdivision Regulations for Lee County. <br />The final public hearing advertised for this date and time involved a rezoning <br />petition by Eva Jean Morrow to rezone approximately 2.36 acre of land at 201 Amos <br />Bridges Road from Residential Restricted district to Highway Commercial district. <br />Planner Althea Thompson outlined the petition and answered questions of the Board. <br />Attorney Hugh Moore of 1401 Woodland Avenue represented Ms. Eva Jean <br />Morrow of 31 1 N. Second Street, Spring Lake, North Carolina, and spoke on her behalf. <br />The following individuals spoke in opposition to the rezoning request due to <br />severe drainage problems when it rains and buffer concerns: <br />Rev. Fred Heppding, 204 Amos Bridges Road <br />Pedro Hernandez, 211 Amos Bridges Road <br />Chairman Hincks closed the public hearing. A recommendation from the <br />Planning Board will be presented to the Board at the next meeting in June. <br />The Board took a short recess at this time. <br />Upon returning from recess, the meeting resumed with all members present <br />except Commissioner Paschal. <br />4 <br />
