0 nix 20 N,Ac~ 3'73 <br />MINUTES FROM THE SPECIAL BUDGET WORK SESSION <br />OF THE <br />BOARD OF COMMISSIONERS <br />FOR THE <br />COUNTY OF LEE, STATE OF NORTH CAROLINA <br />MAY 9. 2005 <br />The Board of Commissioners for the County of Lee, State of North Carolina, held <br />a special Budget Work Session at 9:00 a.m. in the Gordon Wicker Community <br />Conference Room, 106 Hillcrest Drive, Sanford, North Carolina, on said date. <br />Commissioners present were W. Chad Adams, Robert H. Brown, Herbert A. Hincks, <br />Jerry M. Lemmond, and Amy L. Stevens. Commissioners Nathan E. Paschal and Robert <br />T. Reives were absent. <br />Chairman Hincks called the meeting to order. <br />County Attorney K. R. Hoyle delivered the invocation. <br />The Board discussed a letter received from the General Robert E. Lee Society <br />asking that they be allowed to fly a replica of Lee's Headquarters flag at the Lee County <br />Courthouse on May 10, 2005. Consensus of the Board was to allow the Robert E. Lee <br />Society to fly the requested flag at the Courthouse on May 10, 2005. <br />Chairman Hincks discussed the PARTF Grant that Lee County applied for to <br />assist with Phase 11 of the Tramway Road Park which includes soccer fields, baseball- <br />softball fields and lighting. Mr. Hincks stated that the matching portion of this grant <br />which is approximately $500,000 had been omitted from the proposed budget. A <br />meeting is scheduled in Raleigh on Friday, May 1J, 2005 to announce recipients of the <br />PARTF Grants, but it is felt at this time that Lee County will not receive a grant. <br />Therefore, funds for the entire project will have to be included in the budget for FY 2005- <br />06. <br />The Board discussed the 12 cent tax increase proposed by County Manager David <br />Smitherman in a $54.6 million budget. Board members agreed that all items in the <br />budget were justified, mainly the urgent need for a new middle school and for debt <br />payment on the new Southern Lee High School. A public hearing will be held on <br />Monday, May 16, 2005, at 7:30 p.m. to hear comments from the public concerning the <br />proposed FY 2005-06 budget. A sign-up sheet will be posted in the County Manager's <br />Office for individuals wishing to speak at the public hearing. A time limit for individuals <br />to speak will be decided once the number of requested speakers is determined. <br />
