After some discussion, Commissioner Adams moved to <br />approve the low bid of $28,250 from San-Lee Irrigation for the irrigation project and <br />$56,650 from Fence Builders, Inc. for the fencing project. Upon a vote, the results were <br />as follows: <br />Aye: Adams, Brown, Hincks, Lemmond, Reives, and Stevens <br />Nay: None <br />Absent: Paschal <br />The Chairman ruled the motion had been adopted unanimously. <br />County Manager David Smitherman shared with the Board a recommendation to <br />establish a consolidated Strategic Services (GIS) Division within the Sanford-Lee County <br />Community Development Department. Mr. Smitherman stated that this reorganization <br />would consolidate Lee County's Land Records Department and the City's GIS <br />Department to form a single department that would be under the direction of Mr. Don <br />Kovasckitz and located at the Federal Building on Carthage Street. He further stated that <br />as of July 1, 2005, Mr. Kovasekitz and Ms. Jeannette Rosser will become County <br />employees and report to Community Development Director Bob Bridwell. Mr. Bridwell <br />will take all personnel and budgetary issues related to this division directly to the County <br />Manager. After some discussion, Commissioner Reives moved to approve the <br />recommendation of the County Manager and move forward with a contract to merge Lee <br />County's Land Records Department and the City's GIS Department to form the Strategic <br />Services (GIS) Division. A public hearing on the budget will be held at 7:30 p.m., <br />Monday, May 16, 2005, in Courtroom 44 at the old Lee County Courthouse. <br />Chairman Hincks moved to go into closed session per G.S. 143-318.1l(a) (4) to <br />discuss the expansion of businesses in Lee County and G.S. 143-318.11(a) (6) to discuss <br />a personnel matter.
