BuOR 40 PdGE 333 <br />The Board discussed the Criminal Justice Partnership Program for Lee County. <br />Social Services Director Brenda Potts discussed with the Board research she had <br />completed on the possibility of utilizing a grant proposed in February by Mr. Conrad <br />Strader, Criminal Justice Partnership Coordinator. Mrs. Potts stated that in February the <br />goal was to have a Pre-trial Release Program for Lee County to reduce the cost of <br />housing jail inmates. In order to accept the grant for a pre-trial program, the County <br />would also have to be willing to operate a substance abuse program as well. She supplied <br />the Board with a short description of programs currently administered in Beaufort <br />County, Brunswick County, Haywood County, and Rockingham County. After some <br />discussion, the Board instructed the County Manager to include the Criminal Justice <br />Partnership Program in the FY 2005-06 budget. Commissioner Adams asked that the <br />County Criminal Justice Partnership Advisory Board be kept to a minimum. <br />Commissioner Adams discussed 911 communication issues with the Board. <br />County Manager David Smitherman told the Board that the County is responsible for the <br />911 program but contracts with the City of Sanford to provide services. After some <br />discussion, the Board asked that the County Manager, City Manager, and Broadway <br />Town Manager meet and discuss 911 communication issues with Sheriff Billy Bryant and <br />Police Chief Ronnie Yarborough. <br />The Board discussed meeting dates for the month of May 2005. After some <br />discussion, it was decided that the Board would meet on the following dates and times: <br />Monday, May 2, 2005, 9:00 a.m. - regular meeting <br />Monday, May 9, 2005, 9:00 a.m. - budget work session <br />Monday, May 16, 2005, 3:00 p.m. - regular meeting <br />The Board will also meet on May 10" at the Cooperative Extension Office at 5:30 p.m. <br />for dinner and a "Report to the People." Joint public hearings with the Planning Board <br />and a public hearing concerning the proposed FY 2005-06 budget will be held at 7:30 <br />p.m. at the Lee County Courthouse. <br />Commissioner Adams moved to go into closed session to discuss personnel <br />matters per General Statute § 143-318.11 (a) (6). Upon a vote, the results were as follows: <br />Aye: Adams, Brown, Hincks, Lemmond, Reives, and Stevens <br />Nay: None <br />Absent: Paschal <br />The Chairman ruled the motion had been adopted and the Board was in closed <br />session. After completing business in closed session, Commissioner Lemmond moved to <br />go out of closed session.
