n <br />5o3u, 20 ocE 332 <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered bids for audit services. Finance Director Lisa Minter told <br />the Board that two (2) bids received after sending proposals to seven (7) different firms. <br />Bids were received from Dixon Hughes of Sanford, and Martin Starnes & Associates of <br />Hickory. Following is a summary of the two proposals: <br />Martin Starnes & <br />Fiscal Year Ended <br />Dixon Hughes PLLC <br />Associates <br />2005 <br />$42,500 <br />$38,200 <br />2006 <br />$43,800 <br />$37,200 <br />2007 <br />$45.000 <br />$37.900 <br />2008 <br />$46.400 <br />$39,000 <br />2009 <br />$47,830 <br />$40,200 <br />Mrs. Minter stated that after reviewing both proposals she feels either firm would be able <br />to provide the services requested. She also stated that based on the proposals submitted, <br />information received during reference checks, and knowledge of the firm through the N. <br />C. Government Finance Officers Association, she recommended that the five-year audit <br />contract be awarded to Martin Starnes & Associates from Hickory, North Carolina. <br />Commissioner Reives moved to approve the recommendation of the Finance Director to <br />contract with Martin Starnes & Associates for audit services for 2005-2009. Upon a vote, <br />the results were as follows: <br />Aye: Adams, Brown, Hincks, Lemmond, Reives, and Stevens <br />Nay: None <br />Absent: Paschal <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered sales tax distribution. Chairman Hincks stated that <br />according to North Carolina General Statute 105-472 a Board can annually determine the <br />local sales tax distribution. The methods of distribution are the Per Capita Method and <br />Ad Valorem Method. The deadline for changing the distribution method is April 15`x' of <br />each year; therefore Chairman Hincks asked that the item be on the agenda for <br />discussion. Commissioner Reives moved to continue with the Per Capita Method that is <br />currently used in Lee County. Upon a vote, the results were as follows: <br />Aye: Adams, Brown, Hincks, Lemmond, Reives, and Stevens <br />Nay: None <br />Absent: Paschal <br />The Chairman ruled the motion had been adopted unanimously. <br />5 <br />
