oo 9 ray <br />NOW THEREFORE BE IT RESOLVED BY THE <br />BOARD OF COMMISSIONERS OF THE COUNTY OF LEE: <br />That Lee County will arrange financing for all <br />remaining costs of the project, if approved for a State grant award. <br />That the City of Sanford has agreed to adopt and place <br />into effect on or before completion of the project a schedule of <br />fees and charges which will provide adequate funds for proper <br />operation, maintenance and administration of the systems. <br />That the City of Sanford has agreed to provide for <br />efficient operation and maintenance of the project on completion <br />of construction thereof, <br />That K. S. Harmon, Chairman of the County Board of <br />Commissioners, and successors so titled, is hereby authorized <br />to execute and file an application on behalf of Lee County with the <br />State of North Carolina for a grant to aid in the construction of the <br />project described above. <br />That K. S. Harmon, Chairman of the County Board of <br />Commissioners, and successors so titled, is hereby authorized <br />and directed to furnish such information as the appropriate <br />State agency may request in connection with such application or the <br />project; to make the assurances as contained above; and to execute such <br />other documents as may be required in connection with the application. <br />That Lee County has substantially complied or will sub- <br />stantially comply with all Federal, State, and local laws, rules, <br />regulations, and ordinances applicable to the project and to Fed- <br />eral and State grants and loans pertaining thereto; and hereby <br />authorized the above designated representative to execute an <br />affidavit so stating. <br />Commissioner Nielsen seconded the motion and upon a vote <br />it was unanimously adopted. <br />Mrs. Martha C. Hollers, Highway Commissioner; Mr. H. H. <br />Jordan, Division Engineer; and Mri;.Fred H. Beck, District Engineer, appeared <br />before the Board to discuss paving and other road project priorities for 1979-80. The <br />funds available are $112, 576. 00 and the Department of Transportation recommendat- <br />ions for allocation was as follows: $16, 00 0. 00 for additions to the system (paving <br />and subdivisions and rescue squad entrances); $59, 000. 00 for paving; $27, 000. 00 <br />for widening and strengthening existing roads; and $9,000.00 for spot stabilization. <br />The Department of Transportation's officials recommended that the roads having <br />the highest number of points under the rating system be paved, namely: Secondary <br />Road No. 1151 (H. E. Cameron Road) and Secondary Road No. 1322(Temptirig <br />Church Road). It was estimated that the Cameron Road improvements would cost <br />$17, 000. 00 and the Tempting Church Road would costs $42, 000. 00. The officials <br />suggested that funds for widening and strengthening be spent on Secondary Road No. <br />1136, known as the Walker Wilson Road and Secondary Road 1513, known as the <br />Lett Road. <br />Following the presentation by the Transportation officials, Comm- <br />issioner Rhyne moved that the Board hold a public hearing on the matter. The <br />motion was seconded and upon a vote was duly adopted. <br />The Chairman invited all interested persons to speak and the first <br />group was from the Lee's Chapel Community. Reverend Smith, Pastor of Lee's <br />Chapel Church spoke and made reference to the petition previously presented to <br />the Board requesting paving of Secondary Road No. 1503 and Secondary Road No. <br />1504.
