4- . <br />MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />LEE COUNTY, NORTH CAROLINA <br />Monday, March 19, 1979 <br />The regular meeting of the Board of Commissioners for the County <br />of Lee, State of North Carolina, convened at 7:00 o'clock p. m., on Monday, <br />March 19, 1979, in the Commissioners Room on the second floor of the County <br />Office Building, 200 Wicker Street, Sanford, North Carolina. Those present were <br />Commissioners Jack D. Funderburke, K. S. Harmon, Lila P. Nielsen, Clyde J. <br />Rhyne, and Gordon A. Wicker. None of the Commissioners were absent. <br />Chairman K. S. Harmon presided and the following business was <br />transacted: <br />The meeting was opened by a prayer given by Reverend Jack Dorsel, <br />Priest at St. Stephens Catholic Church, Sanford, North Carolina. <br />Commissioner Clyde J. Rhyne introduced to the Board, Mr. Mansfield <br />Elmore, who is the new Director fo the Lee-Harnett Mental Health District. Mr. <br />Elmore spoke briefly. <br />The minutes of the March 5, 1979, meeting were amended to reflect a <br />total appropriation of $25, 900. 00 to the Parks and Recreation Department for the <br />Temple Park repairs and, as amended, the minutes were approved and ordered <br />recorded, upon motion of Commissioner Wicker, which motion was seconded by <br />Commissioner Rhyne and unanimously adopted upon a vote. <br />A petition bearing 55 signatures and requesting that Secondary Roads <br />1503 and 1504 be paved, was presented to the Board. <br />A letter from the Lee County Industrial Development Corporation <br />concerning an application for a grant for sewer and water improvements was read to <br />the Board. A discussion followed concerning the financial involvement of the County <br />and of the means of recouping the costs of improvements placed within the park . <br />Commissioner Rhyne moved the adoption of the following resolution: <br />WHEREAS, The North Carolina Clean Water Bond Act <br />of 1971 has authorized the making of grants to aid eligible units <br />of government in financing the cost of construction of wastewater <br />treatment works, wastewater collection systems, and water supply <br />systems, and <br />WHEREAS, The County of Lee has need for and intends to <br />construct water and wastewater system improvements described as <br />the Lee County Industrial Park Project, and <br />WHEREAS, The County of Lee intends to request State grant <br />assistance for the project, <br />
