<br />reported on the status of the grant application for the Loop Water line which passes
<br />near Colon and the GKN Plant. After discussion, Commissioner Rhyne moved
<br />that the Chairman of the Board be authorized to execute the contract for the con-
<br />struction of the tank and foundation in accordance with the low bids accepted by the
<br />Board when the grant is received. Commissioner Nielsen seconded the motion
<br />and upon a roll call vote, Commissioners Funderburke, Nielsen, Rhyne, Wicker
<br />and Harmon, voted for it and no one voted against it.
<br />Mr, Bob Brinkley, Personnel Analyst with the Local Government
<br />Division of the State Personnel Office, appeared before the Board and reviewed
<br />the procedures used in his agency, in classifying employees. Mr. Dennis Sawyer,
<br />another representative of that organization, was also present. Following Mr.
<br />Brankley's review and explanation of the classification and salary schedules, the
<br />Board discussed the matter., Commissioner Nielsen moved that the table entitled
<br />"Assignment of Classes to Grades and Ranges", a copy of which is attached to
<br />these minutes and by this reference made a part hereof, be established as the
<br />position classification plan for the County of Lee for the fiscal year beginning
<br />July 1, 1979 and thereafter, until amended by appropriate action, and that`Same
<br />become a part of Article VII, Section 1 of the County Personnel Ordinance, and
<br />further, that the table entitled "Salary Schedule, Annual and Monthly Salary Rates
<br />(1978-79);" a copy of which is attached hereto and by this reference made a part
<br />hereof, be established as the schedule of salary ranges for the County for the fiscal
<br />year beginning July 1, 1979, and become a part of Article VII, Section 2 of the
<br />County Personnel Ordinance. Commissioner Rhyne seconded the motion and upon
<br />a vote it was unanimously adopted.
<br />Sheriff Harold Thomas appeared before the Board and talked about
<br />the operation of his office and the increased number of patrols. The Chairman
<br />noted he had received favorable comments about the operation of the Sheriff's
<br />Department.
<br />Commissioner Rhyne moved that the Youth Commission be granted
<br />authority to apply for a grant in the amount of $12, 744. 00, from the Juvenile
<br />Justice Delinquency Prevention Fund. Commissioner Nielsen seconded the motion
<br />and upon a vote, it was unanimously adopted.
<br />Mrs. Beatrice Fields, County Finance Officer, appeared before the
<br />Board and presented requests for budget amendments from departments, as follows:
<br />Jail Budget: To transfer from Utilities (10-520-13),
<br />$900. 00; from Insurance (10-520-54), $600. 00; and
<br />from Unappropriated Surplus, the sum of $2, 500. 00;
<br />and to appropriate the sum of $4, 000. 00 to Supplies
<br />(10-520-33).
<br />Library Budget: To transfer $2, 373. 00 in new revenue
<br />from an enrichment grant to Audiovisuals (12-000-75),
<br />$400. 00; to Supplies (12-000-33), $800. 00; and to approp-
<br />riate to Books (12-000-34), $1, 173. 00.
<br />Buildings and Grounds: To transfer $3, 500. 00 from
<br />Building Renovations (10-500-72) and to appropriate
<br />$3, 500. 00 to Department Supplies (10-500-33).
<br />Civil Preparedness Budget: To transfer $1, 000. 00 from
<br />Equipment (625-74) and to appropriate to Telephone
<br />(625-11), $300. 00; to Printing (625-12), $400.00; and to
<br />Miscellaneous (625-57), $300.00.
