BDOK ,19 `LApEN <br />MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />LEE COUNTY, NORTH CAROLINA <br />Monday, April 2, 1979, <br />The regular meeting of the Board of Commissioners for the County <br />of Lee, State of North Carolina, convened at 9:30 o'clock a, m., on Monday, April <br />2, 1979, in the Commissioners Room on the second floor of the County Office <br />Building, 200 Wicker Street, Sanford, North Carolina. Those present were <br />Commissioners Jack D. Funderburke, K. S. Harmon, Lila P. Nielsen, Clyde J. <br />Rhyne, and Gordon A. Wicker, None of the Commissioners was absent, i <br />Chairman K. S. Harmon presided and the following business was <br />transacted: <br />The invocation was given by X. R. Hoyle, County Attorney. <br />The minutes of the regular meeting held on Monday, March 19, 1979, <br />were approved and ordered recorded upon motion of Commissioner Wicker, second- <br />ed by Commissioner Rhyne, which motion was unanimously adopted upon a vote. <br />Commissioner Wicker asked that the Clerk write the Highway Div- <br />ision of the Department of Transportation to find out what needed to be done to <br />get the road known as "Dutchman's Trail" added to the State Secondary Road 14 <br />System. Commissioner Wicker stated he had been asked by Mr. Frank Foushee <br />to determine the status of the petition in this matter. <br />The monthly bills as listed by the Finance Officer were presented <br />to and discussed, by the Board. Following review of the overall list and the <br />supporting purchase orders and invoices for certain items, the bills were approved <br />for payment, upon motion of Commissioner Wicker, seconded by Commissioner <br />Funderburke. <br />The Chairman. noted the receipt of various departmental reports. <br />r The Chairman called the Board's attention to a summary sheet <br />which set forth the expiration date of the terms of the appointees to the various <br />county agencies and boards. Commissioner Rhyne moved that the Board reappoint <br />Edison Beal and Dr, W. R. Hartness to the Lee County Industrial Facilities and <br />Pollution Control Financing Authority for six year terms. Commissioner Nielsen <br />seconded the motion and upon a vote it was unanimously adopted. <br />The Chairman reported that Carolina Power & Light Company had <br />made a claim for damage to one of their service lines from the operation of the <br />County Landfill vehicle. The claim was referred to the County's insurance carrier, <br />Mr, J. Elwin Buchanan, Grants Administrator, appeared before <br />the Board and discussed the need for extending the County's Relocation and <br />Acquisition Policy for an additional period of time. Commissioner Clyde J. <br />Rhyne moved that the County extend and follow the Uniform Relocation Assistance <br />and Real Property Acquisition Policy Act of 1970, with respect to Project No, <br />B-76-DN-37-0023, until September 30, 1979.
