20 P,AcE 305 <br />MINUTES OF THE REGULAR MEETING <br />OF THE <br />BOARD OF COMMISSIONERS <br />FOR THE <br />COUNTY OF LEE, STATE OF NORTH CAROLINA <br />MARCH 21, 2005 <br />The regular meeting of the Board of Commissioners for the County of Lee, State <br />of North Carolina. convened at 1:30 p.m. in the Commissioners' Room, Lee County <br />Government Center, 106 Hillerest Drive. Sanford, North Carolina, on said date. <br />Commissioners present were W. Chad Adams. Robert H. Brown, Herbert A. Hincks, <br />Jerry M. Lemmond, Nathan E. Paschal, Robert T. Reives, and Amy L. Stevens. <br />Chairman Hincks presided and the following business was transacted: <br />Jeff Reid. Battalion Commander from the Sanford Fire Department delivered the <br />invocation and led the pledge of allegiance. <br />Chairman Hincks moved that the first item of business would be discussion of a <br />resolution in support of a local option lottery sponsored by the County Commissioners <br />Association. Ron Aycock, Director of the County Commissioners Association stated in <br />an e-mail that a local option lottery would be earmarked for school construction projects. <br />The e-mail also stated that the lottery would be conducted when twenty-five (25) counties <br />vote to approve it and only in those counties voting approval. Net proceeds from a <br />lottery implemented in all one hundred (100) counties are estimated to total $350 million. <br />Chairman Hincks stated that no continents would be allowed from the public. Chairman <br />Hincks further moved that the resolution in support of a local option lottery be rejected. <br />Commissioner Reives slated this was no different than the one-half percent sales tax the <br />Board is currently considering in the General Assembly. Commissioner Brown moved to <br />call the question for a vote. Upon a vote of Commission Brown's motion, the result was <br />as follows: <br />Aye: Adams, Brown, Hincks, Lemmond, Paschal, Reives, and Stevens <br />Nav: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Upon a vote of Chairman Hincks motion to reject the resolution for a local option <br />lottery, the results were as follows: <br />Aye: Adams, Brown, Flincks, Lemmond, Paschal, and Stevens <br />Nay: Reives <br />
