- aooK 9 racE 412 <br />MINUTES OF THE ADJOURNED REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />LEE COUNTY, NORTH CAROLINA <br />6 -6 <br />Thursday, April 5, 1979 <br />The Adjourned Regular Meeting of the Board of Commissioners <br />for Lee County, North Carolina, convened at 7:30 o'clock p, m., on Thursday, <br />April 5, 1979, in the Commissioners Room of the County Office Building, <br />200 Wicker Street, Sanford, North Carolina. Present when the meeting opened <br />were Commissioners Harmon, Nielsen, Rhyne and Wicker. <br />Chairman K. S. Harmon presided and the following business was <br />transacted. <br />The meeting was opened by prayer given by Commissioner Clyde <br />J. Rhyne. <br />Commissioner Jack D. Funderburke joined the meeting and part- <br />icipated in the further deliberations of the Board. <br />Mr. Elwin Buchanan, Grants Administrator, appeared before the <br />Board and reported that a bill for Architects and Engineers fees had been approved <br />by the Board on November 20, 1978, and it was necessary to take action to approp- <br />riate money for the payment of this bill. Following the discussion, Commissioner <br />Rhyne moved that the transfer of $1, 438. 32 from line item 10-505-57, Contin- <br />gencies, to line item 10-550-04, Architects and Engineers fees, to pay for ser- <br />vices in connection with the heating and air-conditioning project in the County <br />Office building, be approved. Commissioner Nielsen seconded the motion and <br />upon a roll call vote, Commissioners Funderburke, Nielsen, Rhyne, Wicker and <br />Harmon, voted for it and no one voted against it. <br />Mr. James Coats, Director of the Department of Social Services, <br />Mrs. Lura McDonald, Mrs. Brenda Potts and Mrs. Phyllis Isenhour, appeared <br />before the Board, in connection with the Department of Social Services budget <br />request. Mrs. McDonald reviewed the instructions from the State Department <br />of Social Services, pertaining to projected costs and Mrs. Potts reviewed the <br />need for eligibility specialist and Mrs. Isenhour discussed the need for additional <br />help in the food stamp program. Following the budget presentation, the Comm- <br />issioners inquired as to the necessity for such large increase and also for an <br />explanation of the high administrative costs in Lee County. Mr. Coats then <br />brought up for consideration his request for budgetary transfers. The Board <br />reported that the Day Care Equipment and Supplies amendment had been approved <br />and Mr. Coats discussed the abortion program with the Board. Mr. Coats <br />explained that the abortion expenditure is reimbursed 100°fo from State funds <br />and does not involve County funds and that his request was merely to record <br />for bookkeeping purposes this state program. Mr. Coats was requested to <br />find out what, if any, discretion the Commissioners had in having such program <br />in Lee County. Commissioner Rhyne moved that the 1978-79 Social Services <br />budget be amended to show that $5, 400. 00 had been spent to date on abortions <br />and that the estimated amount needed for the balance of the year would be <br />$4, 600. 00, or a total of $10, 000. 00, all of which was State funds, and that this <br />
