G. <br />0 u„O~t tiV FiGE ~64 <br />Chairman Hincks moved that Commissioner Adams be placed on the Criminal <br />Justice Partnership Advisory Board and work with the County Manager and County <br />Attorney to finalize the make-up of the Board and report their findings at the next <br />meeting on March 21, 2005. Upon a vote, the results were as follows: <br />Ave: Adams, Brown. Hincks, Lemmond, Paschal, and Stevens <br />Nay: None <br />Absent: Reives <br />The Chairman ruled the motion had been adopted unanimously. <br />Ellen Beckmann and Scott Walston from the North Carolina Department of <br />Transportation Planning Branch gave the Board a power point presentation on upcoming <br />transportation plans for Lee County. The presentation was for information purposes only <br />and no action was required. The Planning Branch will work with the Lee County <br />Community Development Director Bob Bridwell and his staff to come up with a plan. <br />The Board considered two bids received to purchase county owned property. <br />County Attorney K. R. Hoyle told the Board that the Manager's Office had received bids <br />for parcels of land located at Hidden Lakes, Carolina Trace (tax parcel 9670-25-4168) <br />and 415 Ashe Street (tax parcel 9641-76-6706-00). Mr. Hoyle told the Board that the <br />Carolina Trace property in question has an appraised value of $5,400.00 and was <br />foreclosed last year because of delinquent taxes. An offer of $1,500.00 has been made <br />for the property. The Ashe Street property in question is owned by the County and the <br />City of Sanford and was foreclosed in 1996 due to delinquent taxes. The property has <br />been appraised at $4,600.00 and an offer of $4,600 has been made. Mr. Floyle asked the <br />Board to declare both pieces of property surplus and enter into the upset bid process. <br />Commissioner Adams moved to approve resolutions declaring the property at Carolina <br />Trace and 415 Ashe Street surplus and enter into the upset bid process as outlined by the <br />County Attorney, copies of which are attached to these minutes and by this reference <br />made a part hereof. Upon a vote, the results were as follows: <br />Aye: Adams, Brown, Hincks, Lemmond, Paschal, and Stevens <br />Nay: None <br />Absent: Reives <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a request from Tax Administrator Kep Kepley to create a <br />temporary full-time position in his office to assist with the 2007 revaluation process. <br />After some discussion, Commissioner Paschal moved to approve a Revaluation <br />Coordinator position at Grade 70 to the Lee County Pay Plan.
