0 6jo~ ti IGGF 263 <br />Aye: Adams, Brown, Hincks, Lemmond, Paschal. and Stevens <br />Nay: None <br />Absent: Reives <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner Brown moved to approve the priority ranking system for the <br />Scattered Site Housing Rehabilitation Project, a copy of which is attached to these <br />minutes and by this reference made a part hereof. Upon a vote, the results were as <br />follows: <br />Aye: Adams, Brown, Hincks, Lemmond, Paschal, and Stevens <br />Nay: None <br />Absent: Reives <br />The Chairman ruled the motion had been adopted unanimously. <br />Mr. Conrad Strader from the Criminal Justice Partnership Program discussed with <br />the Board Lee County's $73.306.00 available allocation to reinstate this program. Mr. <br />Strader told the Board that the former program which was a joint program with Harnett <br />County was discontinued several years ago because of funding cuts. He told the Board <br />that if the program is reinstated in Lee County the Board of Commissioners must vote to <br />reinstate it and request funds by a grant application. The Board of Commissioners would <br />also need to develop a Community Correction Plan for the County; and the grant <br />application would have to be approved by the Criminal Justice Partnership State Board. <br />Mr. Strader further stated that fifty percent (50%) of the monies are to be used for <br />offenders sentenced under Structured Sentencing at the Intermediate Level and the <br />remainder of money can be used for pretrial release. After the County's needs are <br />considered, Mr. Strader recommends that Lee County consider starting a Substance <br />Abuse Treatment program using a contract provider. Currently Lee County has 877 <br />offenders on probation/parole with 260 of those offenders sentenced as Intermediate <br />Offenders and 35 offenders on Intensive probation that are eligible for services. Mr. <br />Strader further stated that the program could be reinstated using current personnel with <br />assistance from the contract provider. He also said that he would be available to assist in <br />the process of starting the program as an advisor. In his capacity, he would be Lee <br />County's voice at the State Board meetings. After some discussion, Commissioner <br />Adams moved to pursue funding to see if the program can be reinstated in Lee County. <br />Upon a vote, the results were as follows: <br />Aye: Adams, Brown, Hincks, Lemmond, Paschal, and Stevens <br />Nay: None <br />Absent: Reives <br />The Chairman ruled the motion had been adopted unanimously. <br />3 <br />
