® B0019 9 rAG1423 BEFORE THE BOARD OF COMMISSIONERS OF LEE COUNTY IN THE MATTER OF THE DISMISSAL ) OF MRS. SARA O. MAWYER, BY THE ) DECISION LEE COUNTY DEPARTMENT OF ) SOCIAL SERVICES ) After hearing approximately twenty hours of testimony from witnesses for the employee and the employing agency, and after having examined the evidentiary material submitted, and having heard arguments from both sides, the Board of Commissioners for Lee County, have reached the following decision and make the following recommendations: 1. There are basic philosophical differences in management con- cepts between Mrs. Mawyer and Mr. Coats, the Director of the Department of Social Services. In view of testimony by Social Service workers against Mrs. Mawyer,.we recommend that the dismissal of Mrs. Mawyer by the Director and subsequently upheld by the Lee County Board of Social Services, be upheld by the County Commissioners. It is the opinion_of the Board that Mrs. Mawyer can no longer be an effective Supervisor in this Department in view of some of the employ- ees' feelings toward her. It is the opinion of the Board that even though there were reasons for disciplinary actions, many of the matters were of a trivial nature and an underlying cause was personality conflicts between Mrs. Mawyer and other members of the staff. It is the opinion of the Board of Commissioners that Mrs. Mawyer has been a useful and effective employee in this department for the past 27 years and we would recommend her for employment with any other agency.in this field. 2. While the Director, during his employment, has helped the department through a difficult period of expansion, he has not in recent months exercised sufficient control over the affairs of the department and the department's image has suffered with a concurrent loss in effectiveness to the point where his transfer would be in the best interest of Lee County. The Board of Commissioners request that action be taken immediately to seek a replacement for Mr. Coats and to work with the Department of Human Resources to try to relocate him in a suitable position. 3. The Lee County Board of Social Services is requested to take corrective action to restore discipline or to see that proper supervision is given to the operation of the Department of Social Services. The Board of County Comm- issioners recommend that the Board of Social Services give emphasis to tighter fiscal control in the future. Adopted by the Lee County Board of Commissioners on the 17th day of April, 1979. S.
