MAWYER, BY THE ) DECISION <br />LEE COUNTY DEPARTMENT OF ) <br />SOCIAL SERVICES ) <br />After hearing approximately twenty hours of testimony from <br />witnesses for the employee and the employing agency, and after having examined <br />the evidentiary material submitted, and having heard arguments from both sides, <br />the Board of Commissioners for Lee County, have reached the following decision <br />and make the following recommendations: <br />1. There are basic philosophical differences in management con- <br />cepts between Mrs. Mawyer and Mr. Coats, the Director of the Department of <br />Social Services. In view of testimony by Social Service workers against Mrs. <br />Mawyer,.we recommend that the dismissal of Mrs. Mawyer by the Director and <br />subsequently upheld by the Lee County Board of Social Services, be upheld by the <br />County Commissioners. It is the opinion_of the Board that Mrs. Mawyer can no <br />longer be an effective Supervisor in this Department in view of some of the employ- <br />ees' feelings toward her. It is the opinion of the Board that even though there were <br />reasons for disciplinary actions, many of the matters were of a trivial nature and <br />an underlying cause was personality conflicts between Mrs. Mawyer and other <br />members of the staff. It is the opinion of the Board of Commissioners that Mrs. <br />Mawyer has been a useful and effective employee in this department for the past <br />27 years and we would recommend her for employment with any other agency.in <br />this field. <br />2. While the Director, during his employment, has helped the <br />department through a difficult period of expansion, he has not in recent months <br />exercised sufficient control over the affairs of the department and the department's <br />image has suffered with a concurrent loss in effectiveness to the point where his <br />transfer would be in the best interest of Lee County. The Board of Commissioners <br />request that action be taken immediately to seek a replacement for Mr. Coats and <br />to work with the Department of Human Resources to try to relocate him in a suitable <br />position. <br />3. The Lee County Board of Social Services is requested to take <br />corrective action to restore discipline or to see that proper supervision is given <br />to the operation of the Department of Social Services. The Board of County Comm- <br />issioners recommend that the Board of Social Services give emphasis to tighter <br />fiscal control in the future. <br />Adopted by the Lee County Board of Commissioners on the 17th <br />day of April, 1979. <br />S.
