® BOOK* DACE 42.1 <br />r <br />as set forth in the exhibit attached to these minutes, be approved, Comm- <br />issioner Nielsen seconded the motion and upon a roll call vote, Commissioners <br />Funderburke, Nielsen, Rhyne, Wicker and Harmon voted for it and no one voted <br />against it, <br />Mr. Elwin J. Buchanan appeared before the Board with represen- <br />tatives of Williams & Works, Inc. They presented plans and specifications for <br />the Colon-GKN Water Line. Plans and specifications were prepared so that a <br />contractor could bid on any one of three segments or the entire project. Comm- <br />issioner Rhyne moved that the plans and specifications presented to the' Board <br />be approved, subject to the obtaining of approval by the City of Sanford and the <br />appropriate state and federal agencies. Commissioner Nielsen seconded the <br />motion and upon a vote it was unanimously adopted. <br />Mr. Buchanan also presented for consideration by the Board, an <br />encroachment agreement with the Department of Transportation, an application <br />for the approval of the water line and a water permit from the Department of <br />Human Resources, and an easement with the Sea Board Coastline Railroad. <br />Commissioner Rhyne moved that the Chairman be authorized to execute each of <br />these documents for and on behalf of the County. Commissioner Funderburke <br />seconded the motion and upon a vote it was unanimously adopted. <br />Mr. Buchanan presented the appraisal reports pertaining to the <br />property owned by Mr, and Mrs. John Womack. Following a review of these <br />appraisals, Commissioner Rhyne moved the adoption of a resolution establishing <br />just compensation for this parcel of land at $2, 750. 00. A copy of the resolution <br />is attached hereto and by this reference is incorporated herein. Commissioner <br />Funderburke seconded the motion and upon a vote it was unanimously adopted. <br />Mrs. Susan Middleton, Chairperson and Mr. Daniel B. Thompson, <br />Manager of the Exodus House, Inc., appeared before the Board and presented a <br />budget request. <br />Mr. Bobby Johnson, of the Landfill Department, appeared before <br />the Board and requested that he be allowed to transfer $848. 00 from structure <br />and to appropriate to telephone and postage the sum of $200. 00 and equipment, the <br />sum of $648. 00, and that further, he be allowed to transfer from maintenance <br />equipment the sum of $3, 071. 00, and to increase his insurance line items by the <br />sum of $3, 071. 00. Commissioner Funderburke moved that the budget amend- <br />ments be approved. Commissioner Nielsen seconded the motion and upon a roll <br />call vote, Commissioners Funderburke, Nielsen, Rhyne, Wicker and Harmon <br />voted for it and no one voted against it. Mr. Johnson further requested that <br />funds be provided for him to employ an additional driver for his staff and that he <br />would need to pay at a rate of $735. 00 per month. The increased work load was <br />discussed and the operations were reviewed following which Commissioner Fund- <br />erburke moved that the sum of $1, 850. 00 be appropriated from the unappropriated <br />surplus in the General Fund to the Landfill budget for the purpose of employing an <br />additional driver. Commissioner Nielsen seconded the motion and upon a roll call <br />vote, Commissioner Nielsen, Rhyne, Wicker, Funderburke and Harmon voted for <br />it and no one voted against it. Commissioner Gordon A. Wicker moved that an <br />inquiry be made to determine if a contract service was available to operate the <br />Landfill and the collection service and if so, what would the costs be to the County. <br />Mr. James Coats, Director of Social Services, appeared before the <br />Board and reviewed the figures in the Department of Social Services Budget Request. <br />Commissioner Rhyne made a proposal which made a reduction in AFDC, Legal <br />Services and Medicaid and to increase General Assistance, but before the motion <br />was seconded, he withdrew same. Mr. Coats was requested to review his figures <br />
