Cameron Road) from SR 1149 to Camco <br />Subdivision, 0.52 mile <br />Estimated Cost $17, 000.00 <br />SR 1322 (Tempting Church Road) from EOP SR 1322 to <br />DE, 1.1 miles <br />Estimated Cost $4Z,000.00 <br />SR 1504 (Hall Road) from SR 1002 to SR 1503, 8/10 of a <br />mile <br />Estimated Cost $27,189.60; and <br />WHEREAS, it is proposed to utilize $9, 500. 00 of the <br />above funds to establish a County wide spot stabilization program <br />which may be used for school bus safety programs, such as <br />improving intersections, spot alignment and other small projects <br />that may come up during the 1979-80 fiscal year; <br />NOW THEREFORE, the foregoing is adopted as the <br />Secondary Road Improvement Program for Lee County, for <br />the fiscal year 1979-80. <br />Commissioner Nielsen seconded the motion and upon a vote, it <br />was unanimously adopted. <br />Commissioner Rhyne brought to the attention of the Board that <br />there were stabilization funds in the current fiscal year's budget which needed <br />to be allocated. The use of these funds on the road that leads from the Cool <br />Springs Road to the Penecostal Church were approved, as soon as that road is <br />added to the State Secondary Road System, upon motion of Commissioner Rhyne, <br />seconded by Commissioner Funderburke, which motion was unanimously adopted <br />upon a vote. <br />Commissioner Rhyne moved that the sum of $13, 375. 00 be approp- <br />riated from the unappropriated surplus in the General Fund to the Mental Health <br />Fund, in order to fund the deficit in the operating program, provided, however, <br />that all future applications will be based on a population base between Lee and <br />Harnett Counties for the operation of these centers. Commissioner Gordon A. <br />Wicker seconded the motion and upon a roll call vote, Commissioners Funder- <br />burke, Nielsen, Rhyne, Wicker and Harmon voted for it and no one voted against <br />it. <br />Mr. Gilbert Matthews, Chairman of Lee Soil and Water Conser- <br />vation District, appeared before the Board and presented Mr. Ernest Hayhurst, <br />Assistant State Soil Scientist to discuss the Progressive Soil Survey for Lee County. <br />Mr. Jack Thompson, a resident in the vicinity of the Quail Ridge <br />Golf Course, appeared before the Board to request the adoption of an ordinance <br />requiring that dogs be kept leashed. Mr. Frank DeStefano, of Owls Nest Sub- <br />division, also appeared before the Board and requested that such an ordinance be <br />adopted. <br />Mr. Charles J. Grubbs, Jr., Director of Lee County Parks and <br />Recreation Commission, appeared before the Board and requested budget amend- <br />ments to allocate unanticipated revenues and to make transfers to avoid deficits <br />within his budget. A copy of his request is attached to these minutes and by this <br />reference made a part hereof. Commissioner Gordon A.
