~l BOOK 9 PACf 440 MINUTES OF THE REGULAR MEETING OF THE BOARD OF COMMISSIONERS FOR LEE COUNTY, NORTH CAROLINA Monday, May 21, 1979 The regular meeting of the Board of Commissioners for the County of Lee, State of North Carolina, convened in the Commissioners Room on the second floor of the County Office Building, Sanford, North Carolina, on Monday, May 21, 1979, at 7:00 o'clock p, m. Those present were Commissioners K. S. Harmon, Lila P. Nielsen, Clyde J. Rhyne, and Gordon A. Wicker. Commissioner Jack D. Funderburke was absent when the meeting opened but joined the meeting later, The Chairman declared a quorum present and the meeting open for the trans- action of business, Chairman K. S. Harmon presided and the following business was transacted: The Reverend Joe Morgan, Pastor of Mt, Calvary Baptist Church, gave the invocation. The minutes of the regular meeting were considered and amended, and as amended, the minutes were approved and ordered recorded, upon motion of Commissioner Rhyne, which motion was seconded by Commissioner Wicker and unanimously adopted upon a vote. Commissioner Wicker brought up for discussion, the road problems caused by drainage from the East Lee Junior High School site. Commissioner Rhyne stated the road authorities said cleaning the ditches on the road was only a temporary measure and unless corrective action was taken on the school site, there would be reoccuring drainage problems. The Chairman stated the matter would be discussed with the School Board later in the meeting. The Board next considered the bridge repair project near Cumnock and upon motion made, seconded, and unanimously adopted, it was resolved to request the Department of Transportation to speed up completion of the project on the bridge over Deep River near Cumnock. Dr. Paul Dew and Dr. Hugh Liner from the North Carolina State University Agricultural Extension Service, appeared before the Board and reviewed the procedure for selection of an Agricultural Extension Chairman. Mr. Elwin J. Buchanan, Grants Administrator, appeared before the Board and discussed several projects. First, he presented a diagram showing the bored railroad crossing for the Osgood-GKN Water line. He also presented two easement agreements with the Norfolk-Southern Railway Company and sought approval of them. The Board discussed the matter and upon motion of Commissioner Rhyne, seconded by Commissioner Nielsen, the Board unanimously resolved to authorize the Chairman and Clerk to execute and deliver the two easement agreements with the Norfolk-Southern Railway Company.
