~l <br />BOOK 9 PACf 440 <br />MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />LEE COUNTY, NORTH CAROLINA <br />Monday, May 21, 1979 <br />The regular meeting of the Board of Commissioners for the County <br />of Lee, State of North Carolina, convened in the Commissioners Room on the <br />second floor of the County Office Building, Sanford, North Carolina, on Monday, <br />May 21, 1979, at 7:00 o'clock p, m. Those present were Commissioners K. S. <br />Harmon, Lila P. Nielsen, Clyde J. Rhyne, and Gordon A. Wicker. Commissioner <br />Jack D. Funderburke was absent when the meeting opened but joined the meeting <br />later, The Chairman declared a quorum present and the meeting open for the trans- <br />action of business, <br />Chairman K. S. Harmon presided and the following business was <br />transacted: <br />The Reverend Joe Morgan, Pastor of Mt, Calvary Baptist Church, <br />gave the invocation. <br />The minutes of the regular meeting were considered and amended, and <br />as amended, the minutes were approved and ordered recorded, upon motion of <br />Commissioner Rhyne, which motion was seconded by Commissioner Wicker and <br />unanimously adopted upon a vote. <br />Commissioner Wicker brought up for discussion, the road problems <br />caused by drainage from the East Lee Junior High School site. Commissioner <br />Rhyne stated the road authorities said cleaning the ditches on the road was only a <br />temporary measure and unless corrective action was taken on the school site, <br />there would be reoccuring drainage problems. The Chairman stated the matter would <br />be discussed with the School Board later in the meeting. <br />The Board next considered the bridge repair project near Cumnock <br />and upon motion made, seconded, and unanimously adopted, it was resolved to <br />request the Department of Transportation to speed up completion of the project on <br />the bridge over Deep River near Cumnock. <br />Dr. Paul Dew and Dr. Hugh Liner from the North Carolina State <br />University Agricultural Extension Service, appeared before the Board and reviewed <br />the procedure for selection of an Agricultural Extension Chairman. <br />Mr. Elwin J. Buchanan, Grants Administrator, appeared before the <br />Board and discussed several projects. First, he presented a diagram showing the <br />bored railroad crossing for the Osgood-GKN Water line. He also presented two <br />easement agreements with the Norfolk-Southern Railway Company and sought approval <br />of them. The Board discussed the matter and upon motion of Commissioner Rhyne, <br />seconded by Commissioner Nielsen, the Board unanimously resolved to authorize <br />the Chairman and Clerk to execute and deliver the two easement agreements with <br />the Norfolk-Southern Railway Company. <br />
