The letter of Mrs. Ann Morgan, concerning her interest in leasing <br />the old Library building, was read to the Board. No action was taken on this <br />matter at this time. <br />The request of the Lee County Board of Education to amend the <br />Budget Resolution for the fiscal year ending June 30, 1979, to show revenue <br />from the sale of a vehicle and an appropriation to the code description for <br />vehicles in the amount of $350.00 was presented to the Board. The budget <br />amendment was approved upon motion of Commissioner Rhyne, seconded by <br />Commissioner Nielsen, which motion was unanimously adopted upon a roll call <br />vote, in which Commissioners Funderburke, Nielsen, Rhyne, Wicker and Harmon <br />voted for it and no one voted against it. <br />Commissioner Rhyne moved that the Board have the old Library <br />property appraised and a report made to the Board. <br />Upon motion of Commissioner Wicker, seconded by Commissioner <br />Rhyne, the Chairman was authorized to sign the commitment of Financial Support <br />and Cooperative Activities on behalf of the County for the Lee County Council On <br />Aging. <br />The Board was reminded that the Public Officials and Employees <br />Liability Insurance Program would hold a meeting in Raleigh, at the Wake County <br />Courthouse, Room 700, on June 17, 1979, from 2:30 to 4:30 p, m., at whichtime <br />they will make a presentation explaining the details of a proposed liability insurance <br />program which will be made available to local government. <br />The Board was advised that the Lee County Board of Education <br />desired to have a meeting with the Board of Commissioners. <br />Commissioner Rhyne reported on his attendance at the meeting <br />held by Governor Hunt concerning disposition of the soil on which PCB had been <br />dumped. One request made at the meeting was that Landfills be tested to see if <br />they would be suitable sites for the dumping of the soil which had been exposed <br />to PCB. Commissioner Rhyne moved that the Board allow the State or the EPA <br />to make such tests with clear understanding that this was not giving of approval <br />for the dumping of any such soil in the County Landfill. Commissioner Funder- <br />burke seconded the motion and upon a vote it was unanimously adopted. <br />Commissioner Rhyne mentioned that he had had a complaint con- <br />cerning the revocation of a building permit and requested Commissioner Wicker <br />to comment upon the situation. Commissioner Wicker detailed for the Board the <br />sequence of events as they had been related to him and he requested that Mr. <br />Scoggins, the Building Inspector, be invited to appear before the Board to discuss <br />the matter. <br />Commissioner Rhyne mentioned that several newspaper articles <br />concerning the steel bars in the jail had been incorrect and that he had personal <br />knowledge that the articles were in error since the heat treatment had been <br />accomplished when he was supervising the Sheriff's Department in the County <br />Jail. <br />Commissioner Rhyne mentioned that he thought it advisable that <br />the County charge the Mental Health authority for maintenance on the building <br />and appropriate an equivalent amount for the authority. to institute an employees <br />assistance program. No action was taken at this time as Commissioner Rhyne <br />would bring it back up for consideration when the budget was considered by the <br />Board. <br />
