Oil <br />County Manager John Crumpton shared documents with Board members in reference <br />to payout incentive payments by the end of June 2013. Mr. Crumpton stated that per County <br />Attorney Neil Yarborough, the County has an agreement with each of the companies to pay <br />the remainder owed them through the incentive agreement. Commissioner Womack stated he <br />was against what the Attorney said but wasn't going to make a motion to change anything. He <br />further stated that contracts in the future need to be tightened up so there are no disputes. No <br />action was taken. <br />At this time the Board took a five - minute recess. Upon returning from recess, with all <br />Board members present, the meeting resumed. <br />At 6 p.m. the Board of Commissioners conducted a joint public hearing with members of <br />the Lee County Planning Board. Planner Althea Thompson outlined the rezoning request from <br />the Pedley Group, LLC to rezone 4 developed lots and 1 vacant lot (approximately 11.44 acres <br />of land) located at 3905, 3913, 3915 and 3917 Hawkins Avenue from Highway Commercial <br />(HC) district to Light Industrial (LI) district. <br />Chairman Parks opened the public hearing that had been advertised for this date and <br />time. <br />The following spoke in favor of the rezoning request: <br />1. Jerry Pedley, 509 Amos Bridges Road, Sanford <br />No one present spoke in opposition to the rezoning request. <br />Chairman Parks closed the public hearing. <br />At this time, Planning Board members and staff adjourned to the Gordon Wicker <br />Conference Room for further deliberation. The Board of Commissioners will consider a <br />recommendation from the Planning Board on the above rezoning request at their June 24 <br />meeting. <br />Commissioner Smith moved to go into closed session to discuss matters relating to the <br />location or expansion of a business in the area per North Carolina General Statute §143- <br />318.11(x)(4), and to consider a personnel matter per North Carolina General Statute §143 - <br />318.11(a)(6). Upon a vote, the results were as follows; <br />Aye: Dalrymple, Frazier, Knecht, Parks, Reives, Smith, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously and the Board was in <br />closed session. Upon returning from closed session, with all members present, the regular <br />meeting resumed. <br />7 <br />
