• <br />Aye: Dalrymple, Frazier, Knecht, Parks, Reives, Smith, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a Memorandum of Understanding (MOU) with the North Carolina <br />Association of County Commissioners ( NCACC) and International City and County Manager's <br />Association (ICMA) for the MPA Fellow Program. County Manager John Crumpton stated the <br />NCACC and ICMA are developing a partnership to sponsor up to four MPA Fellows each year <br />in North Carolina. The goal is to get MPA's experience in the public sector in hopes they will <br />make local government work a career. The Fellows will be one year hires for a specific <br />County. Lee County has been selected as a pilot County for the program and will receive the <br />$35,000 grant to hire the MPA Fellow in the FY 2013 -14 budget year. Mr. Crumpton presented <br />a proposed work plan for the Fellow. The individual selected will work with several different <br />departments throughout the year to gain various experience. After discussion, Commissioner <br />Womack moved to approve the Memorandum of Understanding with the NCACC and ICMA for <br />the MPA Fellow Program as presented, a copy of which is attached to these Minutes and by <br />this reference made a part hereof. Upon a vote, the results were as follows; <br />Aye: Dalrymple, Frazier, Knecht, Parks, Reives, Smith, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered Budget Amendment #06/17/13/19 which appropriated funds for <br />the following departments; <br />Parks & Recreation - $12,057 from the Board of Health Healthy Community <br />Funds to purchase playground equipment for Horton Park, <br />Sheriff's Department - $18,417 in insurance refunds to replace a totaled vehicle, <br />Administration - $2,500 from the Rural Center /SECU to cover cost of intern and <br />to appropriate $24,500 from fund balance for the Economic Development <br />strategic plan, <br />Fire Marshal - $17,919 from the Fire Marshal reserves to cover cost of printing <br />and mailing notices regarding fire district changes, <br />Emergencv Services — to budget funds from Duke - Progress Energy to cover <br />costs associated with the Shearon Harris Nuclear Power Plan exercises. <br />Commissioner Smith moved to approve Budget Amendment #06/17/1319 as presented, a <br />copy of which is attached to these Minutes and by this reference made a part hereof.
