After some discussion, Commissioner <br />Adams moved to accept Ms. McGehee's recommendation to renew the workers' <br />compensation and property and liability insurance with NCACC. Upon a vote, <br />the results were as follows: <br />Aye: Adams, Brown, Hincks, Lemmond, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a revised Lee County Personnel Policy that will be <br />effective July 1, 2006. Human Resource Director Joyce McGehee told the Board <br />that the old policy was created in 1999, and the new policy was revised to <br />address the mission statement and keep changes that are required by law. Ms. <br />McGehee stated the new policy would give better direction and format by adding <br />such things as a flex-time schedule, a code of ethics, and changes to overtime <br />compensation. As of July 1, 2006, "exempt" employees will no longer receive <br />overtime compensation. When taking time off, employees must use comp time <br />before using vacation/sick leave. Monthly "petty leave" time will be eliminated <br />but the time will be added to the employee's monthly vacation time. Vacation <br />time can now be taken in one-half hour increments instead of the previous one- <br />hour increment. Ms. McGehee further stated that the previous grievance policy <br />took one hundred and twenty-five (125) days to complete with the new policy <br />only taking forty-five (45) days. A Residency Requirements section was also <br />added that allows the County Manager to designate the department director <br />positions that require County residency, depending on the duties. After some <br />discussion, Commissioner Adams moved to approve a resolution to approve Lee <br />County's Revised Personnel Policy, a copy of which is attached to these minutes <br />and by this reference made a part hereof. Upon a vote, the results were as <br />follows: <br />Aye: Adams, Brown, Hincks, Lemmond, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Solid Waste Superintendent Joe Cherry asked the Board to conduct a <br />public hearing pertaining to the ten-year comprehensive Solid Waste <br />Management Plan. Mr. Cherry stated that NC General Statute 130A-309.09A <br />requires that a public hearing be held to provide an opportunity for input from the <br />public regarding the plan update. Mr. Cherry further stated the above referenced <br />statute requires the ten-year plan be updated every three years. In conjunction <br />with the City of Sanford and Town of Broadway, Lee County has completed the <br />preparation of said update and will submit it for approval following the public <br />hearing. <br />4 <br />
