The Board took no action. <br />The Board considered a resolution endorsed by the City of Sanford to <br />divide the Eleventh Judicial District. Mayor Cornelia Olive stated the court <br />system dismisses too many cases due to heavy backlogs. The City of Sanford <br />endorsed a resolution on May 16, 2006, asking that the legislature divide the <br />Eleventh Judicial District into 11A (consisting of Lee and Harnett Counties), and <br />11 B (consisting of Johnston County), for district court and for prosecutorial <br />districts, as it is currently divided for the superior court district. Ms. Olive stated <br />that the City's adopted resolution had been forwarded to Representative John <br />Sauls and Senator Bob Atwater, in addition to the Harnett County and Johnston <br />County Managers. No opposition has been presented from either county but will <br />take an act of the State legislature to create a new district. Commissioner Brown <br />moved to approve the resolution as presented to Support Dividing the Eleventh <br />Judicial District, a copy of which is attached to these minutes and by this <br />reference made a part hereof. Commissioner Reives stated that this was a <br />sensitive issue and he felt the lawyers, court staff, and Bar Association needed to <br />discuss before a resolution is voted on. He further stated that the Lee County <br />Bar Association has not responded to the request. Upon a vote of Commissioner <br />Brown's motion, the results were as follows: <br />Aye: Adams, Brown, Hincks, Lemmond, Paschal, and Stevens <br />Nay: Reives <br />The Chairman ruled the motion had been adopted by a six to one vote. <br />Commissioner Reives stated he voted in opposition to the resolution <br />because the process should have been considered and presented earlier. <br />The Board heard a presentation from IT Director Ryan Draughn in <br />reference to selling surplus county items on eBay. Mr. Draughn stated that he <br />began researching this project a few months ago and visited the City of Salisbury <br />to review their procedure. In March 2006, Mr. Draughn listed a few items on the <br />eBay site to "test the waters" and see how items would sale. To date, $278 has <br />been made from eBay sales for Lee County and more items will be listed as time <br />progresses. The Board took no action. <br />Human Resource Director Joyce McGehee discussed with the Board <br />quotes received for workers' compensation and property and liability insurance <br />renewals. Ms. McGehee stated that due to a preliminary indication of a 60% <br />increase in workers' compensation premium from the current insurer (NCACC), <br />bids were submitted for both liability and property and workers' compensation <br />insurance. Ms. McGehee stated that one bid was received for property and <br />liability insurance and two bids were received for workers' compensation. Her <br />recommendation to the Board was to accept the bid from NCACC for both of the <br />3 <br />
