4 BOOK 21 PAGE 05 <br />• Contract between Lee County and the North Carolina Department <br />of Correction for inmate labor (copy attached) <br />• May 2006 Tax Releases and Refunds (copy attached) <br />• Approval to fill clerical position in the Child Support Unit of Social <br />Services <br />• Agreement between Lee County and Logan Systems, Inc. for <br />Register of Deed services <br />• Bids for carpet replacement at the Lee County Courthouse and <br />Main Library on Hawkins Avenue <br />• Budget amendment # 06/19/06/#24 (copy attached) <br />• Permit for Fourth of July fireworks (copy attached) <br />Upon a vote, the results were as follows: <br />Aye: Adams, Brown, Hincks, Lemmond, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />No one signed up to speak during the Public Comments section of the <br />meeting. <br />Tax Administrator Kep Kepley and Assessment Solution Project Director <br />Tim Cain gave the Board an update concerning the 2007 Revaluation Project. <br />Mr. Kepley stated that fieldwork has been completed and schedules have been <br />met according to the timeline presented by Assessment Solutions. It was also <br />stated there could possibly be a problem with keying information if current <br />temporary employees find other employment and leave before data entry keying <br />is complete. Mr. Kepley stated he is looking for volunteers to assist with data <br />entry. The Board expressed concerns that volunteers might not be qualified to <br />key important tax information. Mr. Kepley stated that a permanent employee on <br />staff verifies all keyed information. The Board took no action. <br />Mr. Cain stated his number one concern with the project at this time is <br />data entry. He further stated this part of the project should already have been <br />completed and furthermore is not happy about volunteers coming off the street to <br />handle data entry. <br />The Board considered a survey submitted by Community Development <br />Director Bob Bridwell in reference to an inspection fee comparison for <br />mobile/manufactured housing and electrical permits from surrounding counties. <br />At the previous meeting the Board expressed concern that Lee County's fees <br />were less than neighboring counties. Mr. Bridwell stated that according to the <br />survey, Lee County is somewhere in the middle of fees as compared to other <br />counties.
