BOOK 9 PAG480 <br />MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />LEE COUNTY, NORTH CAROLINA <br />Monday, July 2, 1979 <br />The regular meeting of the Board of Commissioners for the County <br />of Lee, State of North Carolina, convened in the Commissioners Room on the <br />second floor of the County Office Building, Sanford, North Carolina, on Monday, <br />July 2, 1979, at 9:30 o'clock a. m. Those present were Commissioners Jack <br />D. Funderburke, Lila P. Nielsen, Clyde J. Rhyne, Gordon A. Wicker and K. S. <br />Harmon. The Chairman declared that a quorum was present and the meeting <br />open for the transaction of business. <br />Chairman K. S. Harmon presided and the following business was <br />transacted: <br />Mr, K. R. Hoyle, the County Attorney, opened the meeting with <br />a prayer. <br />The minutes of the meetings held on June 4, 1979 and June 18, <br />1979, were approved and ordered recorded, upon motion of Commissioner <br />Gordon A. Wicker, seconded by Commissioner Clyde J. Rhyne, which motion <br />was unanimously adopted, upon a vote. <br />Mr. Walter Scoggins, Building Inspector, appeared before the <br />Board and discussed a matter concerning revocation of a building permit because <br />the holder of the permit was not personally building the house. Following the <br />discussion, no action was taken since it appeared that the building inspector was <br />acting within the law and regulations, however, Commissioner Wicker stated that <br />he desired that Lee County be exempted from the provisions of the building code. <br />Mr. Elwin J. Buchanan, appeared before the Board and was <br />accompanied by Mr. Ed Fleis, of Williams & Works. Mr. Fleis introduced to <br />the Board, Mr. Steven M. Rice, who would be working with Williams & Works <br />on County projects in the future. Mr. Buchanan reviewed the status of the <br />various projects being supervised by his office, written copies of which had been <br />furnished to each Commissioner. Mr. Fleis presented a letter addressed to <br />the Chairman and the members of the Board respecting bids received for the, <br />water line project near the GKN plant and in the vicinity of Colon and Osgood. <br />Mr. Fleis' recommendation was that the low bid of W. & W. Contracting Company <br />in the amount of $208, 390. 00 for Section "A" of the project be accepted. Mr. <br />Fleis' recommendation was that the bid of Blue Contracting Company in the amount <br />of $489, 809. 00 based on ductile iron pipe be accepted for Section "B", even though <br />the EDA's interpretation of the bids would hold that Ritchie Construction Company <br />was the low bidder. Mr. Fleis stated that based on their experience there would <br />be additional costs in using the asbestos cement pipe rather than ductile iron pipe, <br />because of increased inspection and the need for more quality control in bedding <br />and backfill procedures and leakage testing and that there would be higher main- <br />tenance and operation costs due to the loss of water through joints.
