~t 0 :,yea 9 m f. 609 0 from the engineers having advertised for bids which contained.the provisions of Form ED 116, which provided that the contract would be awarded-to the lowest base bid and that the deductible alternate would only be considered in the event the base bid exceeded the amount of funds estimated by the owner as available to finance the contract, and the EDA regulations provided that this was an improper method. If the engineer had desired to obtain competitive prices for differing materials, such bid should have been on the basis of separate bid schedules. Since apparently the engineer had sought bids of competing materials but had used that in a deductible alternate, which is contrary to EDA policy, the Board was of the opinion that all bids,received for Section "B" should be rejected and that Section "B" be re-advertised, all of course, subject to EDA approval. Commissioner Wicker moved that such course of action be followed, Commiss- ioner Rhyne seconded the motion and upon a vote it was unanimously adopted. The letter of Sheriff Harold Thomas, concerning jail matters, was presented to the Board. The Inter-County. Mutual Aid Agreement between the Political Subdivisions of Regions J and K, respecting Emergency Medical Services, was presented to the Board, and upon motion made, duly seconded and unanimously adopted, the Chairman was authorized to execute the same for and on behalf of the County.
