~t <br />0 :,yea 9 m f. 609 0 <br />from the engineers having advertised for bids which contained.the provisions <br />of Form ED 116, which provided that the contract would be awarded-to the lowest <br />base bid and that the deductible alternate would only be considered in the event <br />the base bid exceeded the amount of funds estimated by the owner as available to <br />finance the contract, and the EDA regulations provided that this was an improper <br />method. If the engineer had desired to obtain competitive prices for differing <br />materials, such bid should have been on the basis of separate bid schedules. <br />Since apparently the engineer had sought bids of competing materials but had <br />used that in a deductible alternate, which is contrary to EDA policy, the Board <br />was of the opinion that all bids,received for Section "B" should be rejected and <br />that Section "B" be re-advertised, all of course, subject to EDA approval. <br />Commissioner Wicker moved that such course of action be followed, Commiss- <br />ioner Rhyne seconded the motion and upon a vote it was unanimously adopted. <br />The letter of Sheriff Harold Thomas, concerning jail matters, <br />was presented to the Board. <br />The Inter-County.
