BOOK 9 PAGE 514 <br />Natural Growth, in the Vicinity of the Sanford-Lee County Airport by Creating <br />the Appropriate Zones and Establishing the Boundaries thereof; Providing for <br />Changes in the Restrictions and Boundaries of such Zones; Defining Certain Terms <br />Used Herein; Referring to the Sanford-Lee County Airport Hazard Map which is <br />Incorporated in and Made a Part of This Ordinance; Providing for Enforcement; <br />Establishing a Board of Appeals; and Imposing Penalties", a copy of which is <br />attached to these minutes and by this reference made a part hereof. Commiss- <br />ioner Jack D. Funderburke seconded the motion and upon a roll call vote, Comm- <br />issioner Funderburke, Nielsen, Rhyne, Wicker and Harmon voted for it and no <br />one voted against it. <br />Mr. Ed Fleis, of Williams & Works, appeared before the Board <br />and reported that he had completed his review and study of bids received for <br />Section B, of the GKN Water Line Project and that it would be his firm's recomm- <br />endation that the low bid of Blue Contracting Company, for ductile iron piping in <br />accordance with Schedule A, in the amount of $489, 809. 00, be accepted. Comm- <br />issioner Gordon A. Wicker moved that the low bid of Blue Contracting Company <br />in the amount of $489, 809. 00;,be accepted, subject to the approval ofthe approp- <br />riate authorities of the Economic Development Administration. Commissioner <br />Clyde J. Rhyne seconded the motion and upon a vote it was unanimously adopted. <br />Mr, Fleis- reported that the bids received so far on this water <br />line project had come in well within the estimates. <br />Commissioner Gordon A. Wicker brought up for discussion why <br />the City of Sanford needed to apply to the State for funds to repair the lift station <br />on the Carr Creek line. However, Williams & Works were not the engineers on <br />that line and could not respond to the inquiry. <br />The Board next considered a resolution accepting the Goldston <br />Area Facilities Plan. The proposed resolution was read to the Board and <br />Commissioner Rhyne moved the adoption of that resolution with the addition of the <br />language "provided that the authorities of the Town of Goldston obtain the concurrence <br />of the authorities of the City of Sanford". A copy of this resolution, as amended, <br />is attached to these minutes and by this reference made a part hereof. Commiss- <br />ioner Lila P. Nielsen seconded the motion and upon a vote it was unanimously <br />adopted, <br />The Board next considered the contract for reimbursement <br />between the County and the North Carolina Department of Corrections, respecting <br />the maintenance of persons in the local confinement facilities. This matter was <br />discussed and upon motion of Commissioner Lila P. Nielsen, seconded by Comm- <br />issioner Clyde J. Rhyne, the Chairman was authorized to sign the contract for and <br />on behalf of the County. <br />The written request for the amendment of the Social Services <br />Budget, decreasing Line Item 10-74, Equipment, from $6, 000. 00 to $2, 256. 00, <br />and changing Line Item 10-21, Equipment-Rental, by increasing from $175. 00 <br />to $3, 919. 00, in order to permit the department to rent a copier and two, pro- <br />gramable calculators for the food stamp unit, was presented to the Board. Comm- <br />issioner Lila P. Nielsen moved that the budget transfers be approved. Commiss- <br />ioner Clyde J. Rhyne seconded the motion and upon a roll call vote, Commissioners <br />Funderburke, Nielsen, Rhyne, Wicker and Harmon voted for it and no one voted <br />against it. <br />The settlement of Mr. Nathan Crissman for the 1978 Tax Levy <br />was presented to the Board. A copy of the settlement is attached hereto and by <br />this reference made a part hereof. Commissioner Clyde J. Rhyne moved that the <br />foregoing statement as of May 14, 1979, of the 1978 Tax Levy, by Mr. Nathan <br />
