BOOK 9 PAGE 513 <br />a <br />Mr. Ed Fleis, of Williams & Works, and Mr. Elwin Buchanan, <br />the Grants Director, appeared before the Board and proceeded to open the bids <br />for the Water System improvements known as the GKN Water Line Contract #2, <br />Section B, Colon Road. Three bids were received and they are as set forth in <br />the bid tabulation sheet attached to these minutes and by this reference made a <br />part hereof. The engineer requested and was given time to check and evaluate <br />the bids. <br />The Board then discussed with Mr. Buchanan his regular reports <br />concerning Community Development and Grant activities. In the course of the <br />discussion the public hearing held by the Division of Environmental Management <br />on the Grant application for waste water collection systems from the Lee County <br />allocation, was brought up. The Board indicated it was willing to let the Town of <br />Broadway have the remaining funds in the Lee County allocation if the City of <br />Sanford would agree to withdraw its application. However, since the City had <br />taken a contrary stand at the public hearing, the Board authorized mailing of a <br />letter to the Division of Environmental Management, stating that the Board was <br />willing to assist the Town of Broadway in any way it could to obtain the additional <br />funds for the completion of their project. <br />Mr. Elwin Buchanan reported to the Board that the Community <br />Development Council recommended that the Board accept the low bid of Hart Land- <br />scaping Company in the amount of $700. 00 to complete the demolition of a house <br />on Register Street, cut a small drainage ditch and install joints of underground <br />drainage to a driveway entrance. The Board, upon motion of Commissioner <br />Gordon A. Wicker, seconded by Commissioner Clyde J. Rhyne, moved that the <br />recommendations of the Community Development Council be accepted and that the <br />bid of Hart Landscaping Company in the amount of $700. 00 be accepted. The <br />motion was adopted by a roll call vote in which Commissioners Funderburke, <br />NNielsen, Rhyne, Wicker and Harmon voted for it and no one voted against it. <br />Mr. Buchanan reported to the Board that the Community Develop- <br />ment Council recommended that the lot.acquired by the County when purchasing <br />the house which has been demolished, which lot is only 25 feet wide and will not <br />meet the requirements of the City of Sanford zoning ordinance, be sold. HUD has <br />directed that the property be appraised and then offered to the adjoining property <br />owners. The amount bid by the adjoining property owners should be submitted <br />to the HUD for their approval. The Board authorized Mr. Buchanan to follow <br />the directed procedure and to report his findings to the Board for approval. <br />Mr. Howard F. McGinn, a newly appointed member of the <br />Personnel Board, was present and was introduced to the members of the Board. <br />The Board next took up for consideration, the matter of the public <br />hearing on the proposed Airport Hazard Ordinance. Upon motion made, seconded <br />and unanimously adopted, it was resolved to declare the public hearing open. The <br />Chairman announced that the Board had advertised the public hearing in the manner <br />prescribed by law and that the meeting was now open. Mr. W. M. Womble, Chair- <br />man of the Airport Commission, was recognized and representatives of the Godfrey <br />family were heard. After all persons who indicated any desire to speak had been <br />heard, the Board closed the public hearing, upon motion of Commissioner Gordon <br />A. Wicker, which motion was seconded by Commissioner Clyde J. Rhyne, and <br />unanimously adopted upon a vote. <br />The Chairman then called for the pleasure of the Board with <br />respect to the Airport Hazard Ordinance, and Commissioner Clyde J. Rhyne moved <br />the adoption of the Airport Hazard Ordinance, which bears the full title: " An <br />Ordinance Regulating and Restricting the Height of Structures and Objects of <br />
