BOOK 9 PACE 540 MINUTES OF THE REGULAR MEETING OF THE BOARD OF COMMISSIONERS FOR LEE COUNTY, NORTH CAROLINA Tuesday, September 4, 1979 The regular meeting of the Board of Commissioners for the County of Lee, State of North Carolina, convened in the Commissioners room on the second floor of the County Office Building, 200 Wicker Street, Sanford, North Carolina, at 9:30 o'clock a, m., on Tuesday, September 4, 1979, the same being the next succeed- ing business day following Labor Day, a holiday. Those present were Commissioners Jack D. Funderburke, Lila P. Nielsen, Clyde J. Rhyne, K. S. Harmon, and Gordon A. Wicker. The Chairman declared a quorum present and the meeting open for the transaction of business. Chairman K. S. Harmon presided and the following business was transacted: The minutes of the meetings held in the month of August were considered and were approved and ordered recorded upon motion of Commissioner Gordon A. Wicker, seconded by Commissioner Lila P. Nielsen, which motion was unanimously adopted upon a vote. The Board next considered the monthly bills as listed by the County Finance Officer, Numerous invoices were examined and in some instances amendments and corrections were made to the list to conform to the supporting invoices, Comm- issioner Clyde J. Rhyne moved that the list of bills as amended and corrected by the Board, be approved for payment. Commissioner Lila P. Nielsen seconded the motion and upon a vote it was unanimously adopted. Commissioner Gordon A. Wicker asked that the Department of Social Services advise the Board on the licensing requirements for day care centers and whether or not any control can be exercised over the number that may be established in any one community. The Chairman brought up for discussion the matter of the adoption of uniform schedules of values, standards, and rules to be used in appraising real property for the required revaluation. All of the Commissioners questioned the Tax Supervisor, Mr, James Clark, concerning the schedules following which Commissioner Cl yde J. Rhyne moved the adoption of the following resolution: WHEREAS, N. C. General Statute 105-317, requires that there be developed and compiled, uniform schedules of values, standards, and rules to be used in appraising real property in preparation for the revaluation of real property required octennially by N. C. General Statute 105-286; and
