BOOK 9 PACE 540 <br />MINUTES OF THE REGULAR MEETING OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />LEE COUNTY, NORTH CAROLINA <br />Tuesday, September 4, 1979 <br />The regular meeting of the Board of Commissioners for the County <br />of Lee, State of North Carolina, convened in the Commissioners room on the second <br />floor of the County Office Building, 200 Wicker Street, Sanford, North Carolina, at <br />9:30 o'clock a, m., on Tuesday, September 4, 1979, the same being the next succeed- <br />ing business day following Labor Day, a holiday. Those present were Commissioners <br />Jack D. Funderburke, Lila P. Nielsen, Clyde J. Rhyne, K. S. Harmon, and Gordon A. <br />Wicker. <br />The Chairman declared a quorum present and the meeting open for the <br />transaction of business. <br />Chairman K. S. Harmon presided and the following business was <br />transacted: <br />The minutes of the meetings held in the month of August were considered <br />and were approved and ordered recorded upon motion of Commissioner Gordon A. <br />Wicker, seconded by Commissioner Lila P. Nielsen, which motion was unanimously <br />adopted upon a vote. <br />The Board next considered the monthly bills as listed by the County <br />Finance Officer, Numerous invoices were examined and in some instances amendments <br />and corrections were made to the list to conform to the supporting invoices, Comm- <br />issioner Clyde J. Rhyne moved that the list of bills as amended and corrected by the <br />Board, be approved for payment. Commissioner Lila P. Nielsen seconded the motion <br />and upon a vote it was unanimously adopted. <br />Commissioner Gordon A. Wicker asked that the Department of Social <br />Services advise the Board on the licensing requirements for day care centers and <br />whether or not any control can be exercised over the number that may be established <br />in any one community. <br />The Chairman brought up for discussion the matter of the adoption of <br />uniform schedules of values, standards, and rules to be used in appraising real <br />property for the required revaluation. All of the Commissioners questioned the Tax <br />Supervisor, Mr, James Clark, concerning the schedules following which Commissioner <br />Cl yde J. Rhyne moved the adoption of the following resolution: <br />WHEREAS, N. C. General Statute 105-317, <br />requires that there be developed and compiled, uniform <br />schedules of values, standards, and rules to be used in <br />appraising real property in preparation for the revaluation <br />of real property required octennially by N. C. General <br />Statute 105-286; and <br />
