M <br />- 3 - <br />eon <br />90Gt 586 <br />Imolementation Activities - Another key component of the HOP is a set <br />of "Implementation Activities." These proposed activities are designed <br />to address barriers to housing opportunities throughout Region J, and <br />spec-ify -both- "what --needs to be done,'' and also "who should implement." <br />The barriers that these activities will address are summarized belov;: <br />(l) HOUSING SHORTAGE - There is widespread housing shortage <br />that exists for middle as well as lower income households <br />in Region J. <br />(2) PATTERNS OF RACIAL SEGREGATION - There is evidence to <br />support the persistence of patterns of racial segregation <br />in the region's housing markets. <br />(s1 PUBLIC HOUSING AGENCY ADMINISTRATIVE BARRIERS - Specific <br />administrative barriers in the form of residency preferences <br />or requirements and single-jurisdiction Section 8 HAPP <br />certificates limit households' mobility in seeking housing <br />assistance. <br />(4) SITE SHORTAGES - Sites suitably zoned for multi-family <br />housing development and available for purchase are scarce <br />in Region J's smaller jurisdictions and rural areas. <br />(5) LAND ACQUISITION PROBLEMS - Land for assisted housing develop- <br />ment is most difficult to acquire and use in the Region's <br />larger municipalities. <br />(6) PUBLIC FACILITIES DEFICIENCIES - Development in the Region's <br />small towns and rural areas is often inhibited by inadequate <br />water and/or sewer service. <br />(7) MARGINAL PROFITABILITY - New, small, assisted housing projects <br />that the Region needs, particularly outside major municipalities, <br />are complicated to develop and only marginally profitable. <br />(8) STAFF SHORTAGES - Assisted housing development processes are <br />so specialized, demanding, and time consuming, it is almost <br />essential that there be paid public employees..jo produce results. <br />In many areas of the Reqion, staffs are small or non-existent. <br />(9) LACK OF COORDINATION - Inefficient use of limited federal housing <br />assistance resources results from absence of cooperation and <br />coordination between and among key agencies and governments. <br />
