BOCK 9 ma 585 <br />2 <br />0 <br />HOP HIGHLIGHTS AND KEY PROVISIONS <br />Context - The HOP would apply to all of Region J, and affect the distri- <br />bution of resources to nine "allocation areas:" the Cities of Raleiah, j <br />Durham and Chapel Hill; the ''county balance" areas of Wake, Durham, and <br />Orange Counties (outside of Raleigh, Durham, and Chapel Hill); and the <br />counties of Chatham, Johnston, and Lee. <br />The overall HOP program objectives are to (1) increase housing opportunities <br />regionwide, (2) improve the access of all lower-income people to housing <br />opportunities regionwide, (3) give particular emphasis to increasing housing <br />opportunities outside areas containing undue concentrations of low-income <br />or minority households, and (4) provide assistance where it has not been <br />provided before. <br />Needs A.ssessemnt - There are over 40,000 households in Region J with some <br />sort of housing problem (living in substandard dwellings, overcrowded in <br />dwellings, paying excessively for housing in relation to income). About <br />half, of these households are in the cities of Raleigh and Durham. Specific <br />shares of the Regional need follow: <br />Chatham County - 4.3% <br />City of Durham -28.2% <br />Durham (balance of county) - 2.9% <br />Johnston County - 7.4% <br />Lee County - 5.5% <br />Chapel Hill - 4.4% <br />Orange County (outside Chapel Hill) - 7.0% <br />Raleigh - 25.1% <br />Wake County (outside Raleigh) - 15.2% <br />Distribution Procedure - It is proposed that the federal housing available <br />to Region J be distributed in accordance with the grogram objectives <br />described above. The Housing Opportunity Plan describes in detail a <br />distribution procedure that reflects (1) current needs; (2) population <br />shifts; (3) an assessment of the number of households which could be <br />expected to reside in each area based on employment and commuting patterns; <br />(4) the present locations of assisted housing; (5) data from local Housing <br />Assistance Plans; (6) the capacity of each area to accommodate assisted <br />housing; (7) regional policies; and (8) concentrations of minority households. <br />Goals - The percentage goals for the distribution of housing assistance in <br />the Region, derived by the procedure described above are a key element of <br />this HOP.
