9 9GGr <br />9 %684 <br />September 11, 1979 <br />Triangle J Council of Governments <br />Areawide Housing Opportunity Plan <br />SUMMARY <br />INTRODUCTION. <br />A Housing Opportunity Plan (HOP) is a plan for the distribution of federal <br />housing assistance within a specified multijuricdictional geographic <br />area, and a plan of action designed to increase housing opportunities <br />regionwide. It is a mechanism through which neighboring local governments <br />together decide how and where housing assistance will be provided area- <br />wide, advise the Department of Housing and Urban Development (HUD) in its <br />program implementation, and then take action locally to remove barriers <br />to housing opportunity. <br />The Region J HOP contains a proposed allocation system for distributing <br />HUD conventional Public Housing and Section 8 (all components) program <br />assistance in this Region. (Other available federal housing assistance <br />is discussed, but only these two major HUD program funds are allocated). <br />The allocation system is based on an "Areawide Needs Assessment," and <br />takes into account local plans, policies, opportunities, and constraints. <br />Goals for providing assistance are set forth, and specific activities <br />designed to achieve those goals outlined. <br />The regional HOP mechanism, recommended and promoted by HUD, aims to <br />enlarge locational choices for lower income households which qualify for <br />housing assistance under the Department's conventional Public Housing <br />and Section 8 programs. For the HOP to become effective (win HUD <br />certification) it must be formally adopted by at least half of the 36 <br />jurisdictions in Region J, which together represent three-fourth's of <br />the Region's population, and by the Triangle J Council of Governments. <br />The Housing Opportunity Plan began as a collection of Region J's locally <br />adopted Housing Assistance Plans. The final draft of the HOP (highlights <br />of which are summarized here) grows out of extensive discussion and ne- <br />gotiation with elected officials and staffs from the Region's local <br />governments. Each of the 36 governments in Region J has been given <br />opportunity to read and react to a "Discussion Draft;" the suggestions <br />and other input resulting from this "regional dialogue" have been in- <br />corporated into this final draft to the greatest extent possible. <br />I <br />J; <br />
