MINUTES OF THE REGULAR MEETING OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />LEE COUNTY, NORTH CAROLINA <br />Monday, October 15, 1979 <br />The regular meeting of the Board of Commissioners for the County <br />of Lee convened in the Commissioners Room on the second floor of the County Office <br />Building, 200 Wicker Street, Sanford, North Carolina, at 7:00 o'clock p. m. , on <br />Monday, October 15th, 1979. Those present were Commissioners Jack D. Funder- <br />burke, K. S. Harmon, Lila P. Nielsen, Clyde J. Rhyne, and Gordon A. Wicker. None <br />of the Commissioners were absent and the Chairman declared a quorum present and <br />the meeting open for the transaction of business. <br />Chairman K. S. Harmon presided and the following business was <br />transacted: <br />The meeting was opened by prayer given by the Reverend Richard <br />Hobson, Pastor of the First Presbyterian Church, Sanford, North Carolina. <br />Commissioner Gordon A. Wicker moved that the minutes of the <br />regular meeting held on October 1st, 1979, be approved and ordered recorded. <br />Commissioner Lila P. Nielsen seconded the motion and upon a vote it was unanimously <br />adopted. <br />Mr. Elwin J. Buchanan, Grants Director, appeared before the Board <br />and requested that the budget for the Capital Project Fund - GKN -Colon - Osgood <br />Water Line, be amended to transfer $1, 324. 00 from Line Item 62-201-57, entitled <br />"Contingencies", to Line Item 62-201-75, entitled "Land Structures and Right of Way", <br />to cover the purchase of the water tank site. After discussion, Commissioner Clyde <br />J. Rhyne moved that the Capital Project Fund be amended as requested. Commissioner <br />Lila P. Nielsen seconded the motion and upon a roll call vote, Commissioners <br />Funderburke, Nielsen, Rhyne, Wicker and Harmon voted for it and no one voted against <br />it. <br />Mr. Elwin J. Buchanan, Grants Director, reported to the Board that <br />he had been able to receive two bids for the demolition of the houses located at 1327 <br />Boykin Avenue and 1318 Boykin Avenue, and for a general clean up of the lots to include <br />sowing grass and cover the sowed area with hay. The bids were $1, 600. 00 from Hart <br />Landscaping & Septic Tank Company, and $1, 300. 00 from Edi-Sons, Inc. It was the <br />recommendation of the Community Development Council that the low bid of Edi-Sons, <br />Inc. , be accepted. Commissioner Jack D. Funderburke moved that the low bid of <br />Edi-Sons, Inc. , in the amount of $1, 300. 00 for the work at the sites on Boykin Avenue, <br />be accepted. Commissioner Clyde J. Rhyne seconded the motion and upon a vote it <br />was unanimously adopted. <br />Mr. Elwin J. Buchanan, in his capacity as Community Development <br />Director, requested authorization from the Board to transfer the property at 1327 <br />Boykin Avenue to the City of Sanford with the agreement that the City of Sanford would <br />use any funds derived from their disposition of this property in their Community Dev- <br />elopment Program, for the area in which the property is located. Commissioner <br />Clyde J. Rhyne moved that the County convey the premises at 1327 Boykin Avenue, <br />Sanford, to the City of Sanford, upon the agreement that the City of Sanford would use <br />any funds derived from the disposition of same in the City's Community Development <br />Program in the area where the land is located. Commissioner Jack D. Funderburke <br />seconded the motion and upon a vote it was unanimously adopted. <br />
