Bet? 9 nt; 59 The County Attorney reported to the Board that the sale of the old Library building on Steele Street, Sanford, North Carolina, had been closed and the purchase price delivered to the Finance Office. The Board took up for discussion, the letter received from Mr. O. B. Stokes, City Manager, concerning parties apparently trespassing upon County Park property. Commissioner Gordon A. Wicker was asked to bring the letter to the attention of the Parks and Recreation Commission, and the Board, upon motion made, seconded, and unanimously adopted, delegated to the Parks and Recreation Commission, the power and authority to set the hours when County property under the control and direction of the Parks and Recreation Commission, shall be open to the use of the general public and when same shall be closed and the right to so post said lands. Commissioner Rhyne brought up for consideration, the matter of the County's liability insurance coverage and the Board requested that a representative of Childress-Roberts, Inc., be invited to attend the next meeting to discuss with the Board its letter of November 1, 1979, concerning such coverage. There was a discussion concerning use of County Maintenance personnel for plumbing and electrical work by other County agencies. The Board noted that it continued to receive complaints concerning parking near the Parks and Recreation Commission's Cultural Arts Building, and the County Attorney was requested to discuss the matter with the City Manager to see what City authorities could do to regulate the parking in the vicinity of this building. The Board authorized Commissioner Gordon A. Wicker to arrange suitable quarters for SBI Agent in the Courthouse building. Commissioner Gordon A. Wicker requested that the Hospital Board be directed to file quarterly reports of its activities as previously ordered by this Board. The Finance Officer reported that the $22. 00 per hour charge in the contract with John C. Muse & Company, was in the middle range of professional charges for this type of work according to the personnel at the Local Government Commission. Commissioner Gordon A. Wicker moved that the Chairman be authorized to sign the contract between the County and John C. Muse & Company, for auditing services for the coming fiscal year. Commissioner Clyde J. Rhyne seconded the motion and upon a vote it was unanimously adopted. There being no further business to come before the session, it was adjourned, sine die. MAN
