aaox 9 sA F 595 0 <br />The Clerk advised the Board that the Federal Government had <br />changed the name of its office of Civil Preparedness to the Federal Emergency <br />Management Agency (FEMA) and that the Division of Civil Preparedness of the <br />North Carolina Department of Crime Control and public safety had changed its name <br />to the Division of Emergency Management and recommended that local agencies <br />consider adopting an organizational title that encompasses emergency management <br />which would lend compatibility to the Federal and State Agency identification. Comm- <br />issioner Gordon A. Wicker moved that the name of the Sanford-Lee County Depart- <br />ment of Civil Preparedness be changed to the Sanford-Lee County Department of <br />Emergency Management. Commissioner Lila P. Nielsen seconded the motion and <br />upon a vote it was unanimously adopted. <br />The budget for the fiscal year 1980 CETA Planning Program, was <br />presented to the Board. After discussion and review, Commissioner Clyde J. Rhyne <br />moved that the budget allocation for the fiscal year 1980 CETA Program, a copy of <br />which is attached to these minutes and by this reference made a part hereof, be <br />approved and adopted as the CETA Budget for the coming program year. Commiss- <br />ioner Jack D. Funderburke seconded the motion and upon a roll call vote, Commissioners <br />Funderburke, Nielsen, Rhyne, Wicker and Harmon voted for it and no one voted <br />against it. <br />The County Attorney reported to the Board that in accordance with <br />the resolution adopted by the Board on September 17, 1979, authorizing the sale of <br />certain property acquired by the County from tax foreclosures that he had conducted <br />a public auction on November 2, 1979, at 11:00 o'clock a. m, at the Lee County <br />Courthouse, when and where Mr. and Mrs. C. L. Stack became the last and highest <br />bidder for the 0. 90 acre tract in Cedar Hills Subdivision acquired by the County by <br />deed from F. Jefferson Ward, Commissioner, recorded in Book 235, page 170, Lee <br />County Registry. After discussion, Commissioner Gordon A. Wicker moved the <br />adoption of the following: <br />WHEREAS, the Board of Commissioners for the <br />County of Lee, adopted on September 17, 1979, a Resol- <br />ution authorizing the sale of the 0. 90 acre tract of land <br />in Cedar Hills Subdivision, owned by the County of Lee; and <br />WHEREAS, the sale was duly and lawfully ordered <br />and held and Mr. and Mrs. C. L. Stack became the last <br />and highest bidders at a price of $500. 00; and <br />WHEREAS, said sale has been reported to the Board <br />of Commissioners for its acceptance or rejection. <br />NOW THEREFORE, BE IT RESOLVED BY THE <br />BOARD OF COMMISSIONERS, AS FOLLOWS: <br />1. That the bid of Mr. and Mrs. C. L. Stack, in the <br />amount of $500. 00, for the 0. 90 acre tract of land in Cedar <br />Hills Subdivision, be accepted. <br />2. That the Chairman and Clerk of this Board are <br />authorized and directed to execute and deliver a deed of <br />conveyance without warranty for and on behalf of the County <br />for such property to the successful bidders or their assigns, <br />upon the payment of the purchase price. <br />Commissioner Jack D. Funderburke seconded the motion and upon <br />a roll call vote, Commissioners Funderburke, Nielsen, Rhyne, Wicker and Harmon <br />voted for it and no one voted against it. <br />
