9 -Bap. 3 ?,w693 <br />MINUTES OF THE REGULAR MEETING OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />LEE COUNTY, NORTH CAROLINA <br />Monday, November 5th, 1979 <br />The regular meeting of the Board of Commissioners for the County <br />of Lee, State of North Carolina, convened on Monday, November 5, 1979, at 9:30 <br />o'clock a. m. , in the Commissioners room, second floor, County Office Building, <br />200 Wicker Street, Sanford, North Carolina. Commissioners Jack D. Funderburke, <br />K. S. Harmon, Lila P. Nielsen, Clyde J. Rhyne, and Gordon A. Wicker, were <br />present. The Chairman declared a quorum present and the meeting open for the <br />transaction of business. <br />Chairman K. S. Harmon presided and the following business was <br />j <br />transacted: <br />Reverend Conrad Cornelius, Pastor of the Congregational Christian <br />Church, gave the invocation. <br />The minut-s of the regular meeting held on October. 15, 1979, were <br />approved and ordered recorded upon motion of Commissioner Clyde J. Rhyne, second- <br />ed by Lila P. Nielsen, which motion was unanimously adopted upon a vote. <br />The written request of Mrs. Marie Morris, for repair work on <br />Secondary Road No. 1141 was presented to the Board and it was directed that the <br />request be forwarded to the Division of Highways of the Board of Transportation. <br />Commissioner Jack D. Funderburke noted he had received requests <br />for repair and a priority status report on Secondary Roads Nos. 1248 and 1249. This <br />request was also referred to the Division of Highways. <br />The monthly bills were reviewed and discussed. Commissioner <br />Gordon A. Wicker moved that the bills as tabulated by the Finance Officer be approved <br />for payment. Commissioner Clyde J. Rhyne seconded the motion and upon a vote it was <br />unanimously adopted. <br />The Chairman brought up for consideration, four bills which did not <br />have purchase orders which had been executed prior to the date of the invoices. The <br />bills were as follows: Bill for $99. 02 from Dowdy Ford for repair to a vehicle to the <br />Ambulance Service; bill for $50. 54 for metal signs purchased from the North Carolina <br />Department of Correction by the Sheriff's Department; bill for $500. 00 from King Roof- <br />ing for work at the maintenance building for the Maintenance Department; and bill for <br />$84. 96 from R & N Motors, for vehicle repair to the Sheriff's Department. After dis- <br />cussion, Commissioner Clyde J. Rhyne moved that the bills be approved for payment <br />and that the Chairman be authorized and directed to send a letter on behalf of the <br />Board to all County Departments and Agencies directing them to secure a purchase <br />order before making a purchase against their budget appropriation. Commissioner <br />Gordon A. Wicker seconded the motion and upon a vote it was unanimously adopted. <br />Mr. King Moore Willis, of the firm of John C. Muse & Company, <br />appeared before the Board and presented a copy of the audit. Mr. Willis reviewed <br />some of the principles of governmental accounting with the Board and suggested that <br />the Board strickly enforce its purchase money policy. Mr. Willis also made suggest- <br />ions to improve the handling of trust fund accounts within the Department of Social <br />Services.
