The Chairman announced that the time for the public hearing on the <br />Ordinance governing the Storage, Collection, Transporting and Disposal of Solid Waste <br />In Lee County, North Carolina, had arrived. Upon motion made, duly seconded, the <br />Board RESOLVED to open the meeting, for a public hearing. Mr. Bobby Johnson, <br />the Landfill Supervisor, was recognized and spoke and Mr. K. R. Hoyle, the County <br />Attorney, commented upon the Ordinance. All persons desiring to speak on the subject <br />matter was recognized, following which Commissioner Clyde J. Rhyne moved that the <br />public hearing be closed. Commissioner Funderburke seconded the motion and the <br />public hearing was duly closed. The Chairman asked for the pleasure of the Board <br />and Commissioner Clyde J. Rhyne moved that the Ordinance Governing the Storage, <br />Collection, Transporting and Disposal of Solid Waste in Lee County, North Carolina, <br />a copy of which is attached to these minutes and by this reference made a part hereof <br />be adopted. Commissioner Jack D. Funderburke seconded the motion and upon a roll <br />call vote, Commissioner Funderburke, Nielsen, Rhyne, Wicker and Harmon, voted for <br />it and no one voted against it. <br />Chairman Harmon reported that the subdivision plat for Fall Creek <br />Estates had been approved by the Planning Board. The subdivision is located off Route <br />42 on the Lett Road. Commissioner Gordon A. Wicker moved that the recommendations <br />of the Lee County Planning Board be accepted and approved and that the appropriate <br />officials be authorized to execute a certificate of such approval as to the plat of the Fall <br />Creed Estates Subdivision. Commissioner Clyde J. Rhyne seconded the motion and upon <br />a vote it was unanimously adopted. <br />Mr. Charles J. Grubbs, Director of Lee County Parks and Recreation <br />Commission, appeared before the Board and presented a quarterly report on the <br />activities of the Recreation Department and presented a brochure setting out the programs <br />for the winter and spring of 1979-80. <br />Mr. Grubbs also presented an agreement between the Department of <br />Natural Resources and Community Development and the Lee County Parks and Recrea- <br />tion Commission for a young adult conservation corp. program. The Board discussed <br />the Young Adult Conservation Corp. agreement and upon motion of Commissioner Lila <br />P. Nielsen, seconded by Commissioner Clyde J. Rhyne, the Board unanimously <br />RESOLVED to authorize the Chairman to execute the Young Adult Conservation Corp. <br />agreement dated October.lst, 1979, for and on behalf of the County. <br />The Board next considered repairs to the dam at the request of <br />Commissioner Gordon A. Wicker. While this discussion was going on, the Chairman <br />interrupted the discussion to recognize Mrs. Alice Griffin, of the RSVP Program who <br />had been invited to appear before the Board at this time. Mrs. Griffin reported that <br />the project to list County services and providing source books with such information <br />had been completed and she presented a copy of the book to each member of the Board. <br />Following Mrs. Griffin's presentation, the Board took a short recess. Following its <br />recess, Mr. Derrell Mullins and Mr. Elwin J. Buchanan appeared before the Board <br />and discussed the meetings they had held concerning what could be done at San-Lee <br />Park dam. Mr.' Mullins presented the alternatives and reviewed the suggested repairs <br />and their estimated costs. Commissioner Gordon A. Wicker reported that the Parks <br />& Recreation Commission had considered the matter at length and for its action had <br />voted 'to make further study. The alternative or Plan A as presented by Mr. Mullins <br />was to use existing ring for freeboard flood and use existing structure to handle <br />emergency spillway flood. Mr. Mullins estimated the total costs of this project would <br />be $55, 000. 00. Commissioner Clyde J. Rhyne moved that the Board approve the <br />action of the Parks and Recreation Commission, that more study be made on the dam <br />and that a grant application be explored to see if funds were available to implement <br />Plan "A" as submitted by Architect Mullins, and to that end that the Chairman be <br />authorized to execute the necessary grant application form. Commissioner Jack D. <br />Funderburke seconded the motion and upon a vote it was unanimously adopted. <br />
