BOOK 9 PAGE 611 <br />The Chairman expressed the appreciation of the Board to the <br />members of the press for the coverage and publicity given to the ordinance regulating <br />the disposal of solid waste. <br />Commissioner Clyde J. Rhyne reported on road matters. <br />The Chairman requested the County Attorney to draft an ordinance <br />concerning removal and disposal of abandoned and junked motor vehicles for con- <br />sideration by the Board. <br />Mr. J. David Hill, the Coordinator of Youth Services, was intro- <br />duced to the Board and spoke briefly. <br />The Board next reviewed and discussed the monthly bills as listed <br />by the Finance Officer. The Board requested Commissioner Jack D. Funderburke to <br />determine the cost of catering food service at the County Jail and report his findings <br />and recommendations to the Board. Commissioner Gordon A. Wicker moved that the <br />bills as presented to the Board be approved for payment. Commissioner Clyde J. <br />Rhyne seconded the motion and upon a vote it was unanimously adopted. <br />Mr. Elwin J. Buchanan, Grants Director, and Mr. Edward F1eis <br />of Williams & Works, Inc. , appeared before the Board. Mr. Buchanan reviewed the <br />status of the following projects: the dam at San-Lee Park, GKN Water line, industrial <br />park, airport, jail and community development programs. Following this review and <br />discussion, Commissioner Clyde J. Rhyne moved that the Board authorize the pre- <br />paration of a pre-application for a 1980 Community Development Program. Commiss- <br />ioner Lila P. 'Nielsen seconded the motion and upon a vote it was unanimously adopted. <br />The Chairman noted the receipt of a report and a financial statement <br />from the hospital trustees. <br />The report that four bills had been received by the Finance Officer <br />which did not have purchase orders, were as follows: <br />Department Bill For Amount <br />Library Printing (Jones) $ 81.20 <br />Library Heating Oil 180.77 <br />Sheriff Printing (John-Beverly) 39.35 <br />Sheriff Printing (John-Beverly) 39.36 <br />Commissioner Clyde J. Rhyne moved that the bills be approved for <br />payment. Commissioner Gordon A. Wicker seconded the motion and upon a vote it was <br />unanimously adopted. Commissioner Clyde J. Rhyne then moved that the vendors in- <br />volved be notified not to sell items or perform services for County agencies without <br />a purchase order. Commissioner Jack D. Funderburke seconded the motion and upon <br />a vote it was unanimously adopted. <br />The Chairman reported that Mr. Mark Lewellen had been appointed <br />Forest Ranger and Ms. Miranda Spencer had been appointed Assistant Forest Ranger. <br />Commissioner Jack D. Funderburke moved that Mrs. Beatrice C. <br />Fields, Finance Officer, be authorized to attend the training school at the Institute of <br />Government, Chapel Hill, North Carolina, on December 11-14, 1979. Commissioner <br />Gordon A. Wicker seconded the motion and upon a vote it was unanimously adopted. <br />The Board reviewed the departmental reports received and commented <br />upon the reports of gas consumption. <br />
