BOOK 9 PACE 615 0 Mr. Edward Fleis of Williams & Works, Inc. , appeared before the Board and reviewed the changes made in the GKN Water line to restore items originally requested by the City of Sanford, but omitted to determine if funds would be available. The project breakdown is shown on a document entitled "Project 101378, Lee County (water to GKN)", dated December 17, 1979, a copy of which are attached to these minutes and by this reference made a part hereof. Commissioner Clyde J. Rhyne moved that the changes and breakdown as set forth in document hereinbefore referred to be approved and further that $130, 983. 25, in funds remaining after said project has been funded be used together with $40, 000. 00 in Clean Water Bond proceeds, $10, 000 from State allocation and $30, 000 from the County allocation, to extend water lines in the Osgood and Colon communities. Commissioners Jack D. Funderburke and Gordon A. Wicker both seconded the motion and upon a vote, it was unanimously adopted. . Mr. Elwin J. Buchanan presented a resolution pertaining to the County's intention to apply for grant assistance to construct water and wastewater improvements in the Lee County Industrial Park. The Clerk read the resolution in its entirety. The resolution is as follows: WHEREAS, the North Carolina Clean Water Bond Act of 1971 has authorized the making of grants to aid eligible units of government in financing the cost of construction of wastewater treatment works, wastewater collection systems, and water supply systems, WHEREAS, Lee County has need for and intends to construct water and wastewater improvements described as the Lee County Industrial Park, and WHEREAS, Lee County intends to request State grant assist- ance for the project, NOW THEREFORE BE IT RESOLVED, BY THE BOARD OF COMMISSIONERS-OF LEE COUNTY: THAT Lee County will arrange financing for all remaining costs of the project, if approved for a State grant award. THAT Lee County will require the City of Sanford to adopt and place into effect on or before completion of the project a schedule of fees and charges which will provide adequate funds for proper operation, maintenance and administration of the system. THAT Lee County will require the City of Sanford to provide for efficient operation and maintenance of the project on completion of construction thereof. THAT Kenneth S. Harmon, Chairman, and successors so titled, is hereby authorized to execute and file an application on behalf of Lee County with the State of North Carolina for a grant to aid in the construction of the project described above. THAT Kenneth S. Harmon, Chairman, and successors so title, is hereby authorized and directed to furnish such information as the appropriate State or Federal agency may request in connection with such application or the project; to make the assurances as contained above; and to execute such other documents as may be required in connection with the application. THAT Lee County has substantially complied or will sub- stantially comply with all Federal, State and local laws, rules, regulations, and ordinances applicable to the project and to Federal and State grants and loans per- taining thereto; and hereby authorized the above-designated representative to execute an affidavit so stating.
