BOOK 9 PACE 615 <br />0 <br />Mr. Edward Fleis of Williams & Works, Inc. , appeared before the <br />Board and reviewed the changes made in the GKN Water line to restore items originally <br />requested by the City of Sanford, but omitted to determine if funds would be available. <br />The project breakdown is shown on a document entitled "Project 101378, Lee County <br />(water to GKN)", dated December 17, 1979, a copy of which are attached to these <br />minutes and by this reference made a part hereof. Commissioner Clyde J. Rhyne <br />moved that the changes and breakdown as set forth in document hereinbefore referred <br />to be approved and further that $130, 983. 25, in funds remaining after said project <br />has been funded be used together with $40, 000. 00 in Clean Water Bond proceeds, <br />$10, 000 from State allocation and $30, 000 from the County allocation, to extend water <br />lines in the Osgood and Colon communities. Commissioners Jack D. Funderburke <br />and Gordon A. Wicker both seconded the motion and upon a vote, it was unanimously <br />adopted. . <br />Mr. Elwin J. Buchanan presented a resolution pertaining to the <br />County's intention to apply for grant assistance to construct water and wastewater <br />improvements in the Lee County Industrial Park. The Clerk read the resolution in <br />its entirety. The resolution is as follows: <br />WHEREAS, the North Carolina Clean Water Bond Act of <br />1971 has authorized the making of grants to aid eligible units of government in <br />financing the cost of construction of wastewater treatment works, wastewater collection <br />systems, and water supply systems, <br />WHEREAS, Lee County has need for and intends to construct <br />water and wastewater improvements described as the Lee County Industrial Park, and <br />WHEREAS, Lee County intends to request State grant assist- <br />ance for the project, <br />NOW THEREFORE BE IT RESOLVED, BY THE BOARD <br />OF COMMISSIONERS-OF LEE COUNTY: <br />THAT Lee County will arrange financing for all remaining <br />costs of the project, if approved for a State grant award. <br />THAT Lee County will require the City of Sanford to adopt <br />and place into effect on or before completion of the project a schedule of fees and <br />charges which will provide adequate funds for proper operation, maintenance and <br />administration of the system. <br />THAT Lee County will require the City of Sanford to provide <br />for efficient operation and maintenance of the project on completion of construction <br />thereof. <br />THAT Kenneth S. Harmon, Chairman, and successors so titled, <br />is hereby authorized to execute and file an application on behalf of Lee County with the <br />State of North Carolina for a grant to aid in the construction of the project described <br />above. <br />THAT Kenneth S. Harmon, Chairman, and successors so <br />title, is hereby authorized and directed to furnish such information as the appropriate <br />State or Federal agency may request in connection with such application or the project; <br />to make the assurances as contained above; and to execute such other documents as may <br />be required in connection with the application. <br />THAT Lee County has substantially complied or will sub- <br />stantially comply with all Federal, State and local laws, rules, regulations, and <br />ordinances applicable to the project and to Federal and State grants and loans per- <br />taining thereto; and hereby authorized the above-designated representative to execute <br />an affidavit so stating. <br />
