BOOK 9 m AA <br />Lee County Board of Education on December 10, 1979. Commissioner Lila P. <br />Nielsen seconded the motion and upon a roll call vote, Commissioners Funderburke, <br />Nielsen, Rhyne, Wicker, and Harmon voted for it and no one voted against it. <br />There next followed a discussion about procedures for marketing a <br />bond issue but no formal action was taken. <br />Mr. Elwin J. Buchanan, Community Development Director and <br />Grants Administrator, appeared before the Board and presented several matters for <br />its consideration. They were considered in the following order: <br />Elwin J. Buchanan, Community Development Director, appeared <br />before the Board with a recommendation from the Community Development Council <br />to amend the Community Development Block Grant, B-76-DN-37-0023, budget by <br />moving $5, 186. 00 from Line Item #2, Public Works, to Line Item# 14, Administration, <br />and also move $8, 997. 00 from Line Item #12, Relocation, to Line Item #14, Adminis- <br />tration, required to cover cost of audit and administrative expenses. <br />The Community Development Council further recommended to move <br />$909. 00 from Line Item #12, Relocation, to Line Item #5, Rehabilitation, and to move <br />$2, 227. 00 from Line Item #12, Relocation, to Line Item #1, Acquisition. The trans- <br />fer of these funds is needed to cover rehabilitation and acquisition cost and were <br />approved and recommended by both the Citizens Participation Committee and the <br />Community Development Council, to the Lee County Board of Commissioners. <br />Commissioner Clyde J. Rhyne moved that the budget changes as <br />outlined be approved and was seconded by Commissioner Jack D. Funderburke and <br />upon a vote it was unanimously adopted. <br />Elwin J. Buchanan, Community Development Director, presented <br />a request for a budget amendment to close out Community Development Block Grant <br />#B-76-DN-37-0023, which request had been approved by both the Community <br />Development Council and the Citizens Participation Committee. Commissioner <br />Clyde J. Rhyne moved that the County Community Development Budget for Block <br />Grant #B-76-DN-37-0023 be amended as follows: <br />1) <br />Move $5, 136 from 20-490-23 <br />(Street Improvements) <br />to 20-490-01 (Administration) <br />2) <br />Move $50. 00 from 20-490-25 <br />(Water Lines) to <br />20-490-Oi (Administration) <br />3) <br />Move $8, 997 from 20-490-26 <br />(Relocation) to <br />20-490-01 (Administration) <br />4) <br />Move $909 from 20-490-26 (R <br />elocation) to <br />20-490-20 (Rehabilitation) <br />5) <br />Move $2, 227 from 20-490-26 <br />(Relocation) to <br />20-490-24 (Acquisition) <br />Commissioner Jack D. Funderburke seconded the motion and upon <br />a vote it was unanimously adopted. <br />Commissioner Clyde J. Rhyne moved that the Chairman be authorized <br />and directed to execute and file all necessary documents for the pre-application for the <br />1980 Community Development Program. Commissioner Lila P. Nielsen seconded the <br />motion and upon a vote it was unanimously adopted. <br />Mr. Elwin J. Buchanan presented a citizen participation certificate <br />that had to be executed. Mr. Buchanan reviewed the regulatory requirements of the <br />HUD and the meetings held to satisfy those requirements and told the Board that all <br />necessary procedures had been followed. Upon those representations, Commissioner <br />Clyde J. Rhyne moved that the Chairman be authorized and directed to execute the <br />required Citizen Participation Certificate to the Department of Housing and Urban Dev- <br />elopment. Commissioner Lila P. Nielsen seconded the motion and upon a vote it was <br />unanimously adopted. <br />
