BOOK 20 PAGE 947 <br />LEE C0UNTY <br />Committed Today for a Better Tomorrow <br />MINUTES OF THE FINANCE COMMITTEE BUDGET WORK SESSION <br />OF THE <br />BOARD OF COMMISSIONERS <br />FOR THE <br />COUNTY OF LEE, STATE OF NORTH CAROLINA <br />May 5, 2006 <br />The Finance Committee, representing the Lee County Board of Commissioners, <br />met in the Small Conference Room (#124), First Floor, Lee County Government Center, <br />106 Hillcrest Drive, Sanford, North Carolina, on said date at 9:00 a.m. Present for the <br />meeting were Commissioners W. Chad Adams, Robert H. Brown, and Robert T. Reives. <br />Also attending were County Manager David M. Smitherman, Finance Director Lisa <br />Minter, Budget & Finance Analyst Trish Coleman, and Clerk to the Board Gaynell Lee. <br />Chairman Reives called the meeting to order. <br />The following items were discussed as related to the proposed FY 2006-07 <br />budget: <br />• Family Center Caseworker Program (DSS Director Brenda Potts to furnish <br />a detailed report concerning the program) <br />• Children's Dental Program (send letter to Health Director advising that the <br />program will be evaluated in six-months in reference to continuing or <br />discontinuing the program) <br />• Requested a report on the County's Replacement Vehicle Policy <br />• Requested a report on cost recovery in Environmental Health <br />• Requested COLA summary explaining all benefits employees' receive <br />• Requested report on 78% increase in Medicaid and Food Stamp services <br />• Ask Kenny Cole and John Payne to attend the May 8, 2006, budget work <br />session to discuss preparation of ball fields and need for additional staff <br />• Requested status report of the Pre-Trial Program in six-months <br />The Committee discussed Workers' Compensation Insurance and the fact that it <br />will be increasing drastically this year. After some discussion, Commissioner Adams <br />moved that the County look at self-funding for Worker's Comp insurance instead of <br />contracting with an outside agency. Upon a vote, the results were as follows: <br />Aye: Adams, Brown, and Reives <br />Nay: None <br />
