Wicker seconded the motion and upon a vote it was <br />unanimously adopted. <br />The Board next considered the contract between the North Carolina <br />Department of Commerce and Lee County, under which the County would provide the <br />personnel to' conduct the necessary inspections and make the reports to carry out the <br />Federal Emergency Temperature Restriction Program. Upon motion of Commissioner <br />Lila P. Nielsen, seconded by Commissioner Jack D. Funderburke, the Chairman and <br />Clerk were authorized and directed to execute the contract for and on-,behalf of the <br />County and to deliver the executed contracts to the North Carolina Department of <br />Commerce. <br />The Clerk read to the Board the letter of Mr. James E. Coats, <br />Director of the Lee County Department of Social Services, concerning the Abortion <br />Program. The Abortion Program is a mandated program financed from state funds <br />and,the Director was•requesting the County to place $10, 000 b6in;4he De'~tr ent <br />of -Social Services Budget for the line item "Abortion". After discussion, Commissioner <br />Lila P. Nielsen moved that the budget with respect to the Department of Social Services.. <br />be amended to place $10,000.00, in the line item for Abortions witH.a corresponding <br />amendment to show income from state funds for the same amount. ` Commissioner <br />Jack D. Funderburke seconded the motion and upon a roll call vote, Commissioners <br />Funderburke, Nielsen, Rhyne, Wicker and Harmon voted for-it and no one voted <br />against it. <br />The resignation of Reverend B. Gerald Bridges,- Sr. , Pastor of <br />Cool Springs' Baptist'Chur.ch, as Chairman and member of the Advisory Committee <br />for the Nursing Homes of Lee County, effective as of February 18, 1980, was pre- <br />sented to the Board. -The Board accepted the resignation and upon resolution duly <br />adopted, appointed the Reverend Bewey M. Shaver, to a one year term on the Lee <br />County Nursing Home'Advisory Committee, and it re-appointed for three-year terms, <br />Mrs. Cathy W. Bridges, Mrs. Ophelia Palmer, Mrs. Leonard Ascough and Dr. Mary <br />Margaret McLeod, to that same committee. <br />The following resolution with respect to Mr. James Lafayette Clark, <br />Lee County Tax Supervisor,. was read to the Board: <br />WHEREAS, MR. JAMES LAFAYETTE CLARK was <br />appointed Lee County Tax Supervisor on September 11, 1961, <br />and has served cohtinuously in this capacity since that time; <br />and ' <br />WHEREAS, MR. JAMES LAFAYETTE CLARK has <br />supervised the valuation of all property in Lee County roan <br />efficient and outstanding manner as well as having striven <br />to ensure fair and, equal treatment of all Lee County's. <br />Citizens; and <br />WHEREAS, MR. JAMES LAFAYETTE CLARK was <br />chosen as. North Carolina's Outstanding Tax Supervisor in <br />1975 as well as having served as President of the North <br />Carolina Association of Assessing Officers during that year; <br />and <br />WHEREAS,- MR. JAMES LAFAYETTE CLARK has <br />retired from his position as Lee County Tax Supervisor to <br />be effective: February 29,. 1980; and <br />WHEREAS,,it is the desire of the Board of Comm- <br />issioners for Lee County to express its grateful apprecia- <br />tion and thanks for a'job well done; <br />
