<br />eration, the contract of-Williams & Works,' for engineering services in connection
<br />,with the .P. K: Buchanan Sewer.:*and Water Project.' No action was taken upon this°
<br />contract at this time:
<br />Mr Derrell Mullins, Architect, appeared before.the Board and
<br />reported-on'the Sari=Lee''Park,grant application and the repair work being done at the.
<br />Lee County jail.
<br />Mrl Elwin J. Buchanan;-Grants Administrator, reported Eo the.Board
<br />that representatives from the County ivould meet the following Wednesday, February '
<br />21', 1980,ywith#'representatives`.of the Economic D evelopment,Ad minis trati on in Raleigh,
<br />to discuss-sewer problemsiin Lee County.
<br />The Board next reviewed sewer'plans prepared by Williams'& Works,
<br />after which they took a. short recess. Following the recess,,:the Chairman-called the
<br />Board, to order and noted that the time had expired for receiving bids for water and
<br />sewer improvements to the P.. K. Buchanan.Industrial site+.and the Board proceeded
<br />to have Mr. Ed`Fleis of Williams & Works open and read the bids received. The
<br />bids.received.are as shown on the bid tabulation sheet attached to these minutes,.
<br />which are made a part of these minutes by this reference.;.
<br />Mr., Kenneth Brinson, Superintendent of Lee, County Board of Education,
<br />appeared before the Board' and reported tbat'the Board' of Education would need $82, 000,
<br />in.architect fees, which would have to be paid over,a three month-,period., Commissioner
<br />Clyde J. Rhyne moved that the Board advance,$22; 000. OQ in February, '$30, 000. 00 in
<br />-March and $30, 000, 00 in April frorrr:the unappropriated-surplus in the General Fund
<br />to the Lee County: Board of Education for the purpose of paying architects: fees on the
<br />proposed improvements at Lee Senior High School, said funds to be repaid by the Lee
<br />County Board of Education.from the bond proceeds authorized for such project. Comm-
<br />issioner Gordon A. Wicker seconded the. motion ,and upon.a vote it was unanimously
<br />adopted. v
<br />The Chairman explained.to the Board that some proposed-'subdivisions
<br />were under way in the County which were not in compliance with the County subdivision
<br />ordinance: He,recognized Mr,'A, B;. Harrington ,III, Attorney at'Law, who appeared=
<br />on behalf of. on & Simpson, and advised the Board that his clients had employed
<br />an engineer'and had. him working to bring their. subdivision of the property known as
<br />Border-Lee Farms" into compliance. with the County's ordinance and hoped that this .
<br />could be accomplished within thirty days.
<br />The Chairman repoIrted to'the Board that the'•mobile office of Con
<br />gressman Charles 0. Whitley, would be in the County-on February 19, 1980.

<br />The Chairman reminded the Board that there would be a 'district meet-
<br />ing for Districts 8, and, 9 of the North Carolina Association of County Commissioners
<br />at the Albert Coates Local-,Government Center, 215 N. Dawson Street,, Raleigh, North .
<br />Carolina, on February 20„ 1980, An discuss association activities, the Revenue Sharing
<br />Re- enactmentCampaigri, EnergyIs'sues, and Legislative Update.
<br />Mrs. Beatrice Fields, Finance Officer,' reported that grants were
<br />available for assistance in--acquiring ambulances.up.to a $10, 000. 00 maximum, and
<br />ComR'nissioner Jack D; Funderburke.rrioved that the Finance.Officer be authorized'
<br />and directed to make applicationi for such a grant for and on behalf of the County.
<br />Commissioner Lila P. Nielsen seconded the motion and upon a vote it.wa unanimous:1y
<br />adopted..
<br />The written request of Ivir. Jerry Hu, for a refund in the amount .of.
<br />$38. 91, was presented to the Board: The property'.waslisted both under the name of.
<br />Jerry Hu and Jerry Hu Chung. Mr..James L. Clark, Tax Supervisor,, reported that
<br />the. refund was in order for 1979 takes since the property had been double listed.'
