Ha'r,mon, Lila P."Nielsenly.de J•: Rhyne <br />and Gordon A .Wicker .The Chairman declared a quorum present and the, meeting open. <br />for the-transaction of .business: Chairman K, Harmon presided and.thefollowing <br />t r t~. 3 : - c <br />business was transactedc;-_, r e <br />The meeting was opened by prayer. given by tlie'Reverend Bob Shepherd,... <br />Pastor of the, First Baptist ,Church of Sanfbrd. <br />Commissioner Jack D, Funderburke joined the meeting and participated <br />in the further deliberations of the ,Board.; <br />The minutes of the regular meeting held on February 4, 1980, were <br />approved-and-ordered recorded, upon.motion of Commissioner Clyde 7. `Rhyne,''which <br />motion-was`duly;seconded by Commissioner-Gordon A. Wicker, and unanimously <br />adopted upon a vote.' <br />Commissioner Rhyne reported that the Highway' Commissioner for this <br />district had requested'to"~Meet with the Board-.on -March 17, 1980;. and he. was authorized <br />to report to her that that date was stiitable-with.the Board,of Commissioners. <br />' Commissioner Gordon A. Wicker reported that he had received.a letter. <br />from=Mr. arid Mrs! Gary Shaffer, `concerning the condition-of Secondary Road. 1543-. The <br />Board-recommended that-.the letter be-forwarded'to the district engineer. <br />C'ommissione`r'Gordon A,- Wicker presented a-petition and maps <br />requesting. that the State"takeover the roads in the subdivision known as "Carriage'Hills . <br />Estates'' for'ina ntenance"arid paving. The Board directed that the material be forwarded - <br />to the. District Engineer' since it pertained t* subdivision improvements. <br />'Mr. John-.Hall, County Agricultural Extension Chairman, .appeared`. <br />before the .Board and recommended the employment of Mr. Peter'Hight; as Assistant <br />Extension Agent, effective 'as of March 1, 1980.' After discussion,Commissioner <br />Clyde J. Rhyne moved that the B'oard,give its approval to the employment of Mr. Hight. <br />Commissioner--Lila P. Nielsen seconded the motion and upon'a-vote itwas unanimously <br />adopted. Mr: John Hall, County; Agricultural Extension Agent; distributed review <br />.drafts of the.Soil and Water Resources Conservation Act, to the members of the Board. <br />Mr.. Hall explained that-eight public meetings woul&be held in North Carolina to discuss <br />the appraisal and the proposed alternative strategies in the Act. Also,. a regional <br />meeting would be held in Raleigh on•February.28, 1980, and'that comments could be.. <br />sent in writing to the U. S. Department of Agriculture, Response Analysis Center; <br />Post'Office Box•888, Athens,: Georgia; 30603. <br />Mr, Bobby Johnson, Landfill Supervisor, appeared before the Board <br />and advised them-he was. experiencingsevere-maintenance problems with the 1974 truck. <br />- A <br />
