002 <br />LEE COUNTY <br />Committed Today for a Better Tomorrow <br />JOINT MEETING OF THE <br />COMMITTEE TO STUDY <br />INTERLOCAL AGREEMENTS BETWEEN THE <br />COUNTY OF LEE AND CITY OF SANFORD <br />JUNE 10, 2013 <br />The joint sub - committee appointed to study interlocal agreements between the County of <br />Lee and the City of Sanford met for their first quarterly meeting at 11 a.m., June 10, 2013, in <br />the Gordon Wicker Conference Room, First Floor, Lee County Government Center, 106 <br />Hillcrest Drive, Sanford, North Carolina, on said date. Commissioner appointed members <br />present were Amy M. Dalrymple, Kirk D. Smith, and James K. Womack. City Council <br />appointed members present were Poly Cohen, Sam Gaskins, and Rebecca Wyhof. Staff in <br />attendance included County Manager John Crumpton, City Manager Hal Hegwer, Lee County <br />Law Clerk Kerry Schmid, Sanford City Attorney Susan Patterson, and Clerk to the Board <br />Gaynell Lee. Chairman Parks joined the group later in the meeting. <br />It was noted the purpose of the meeting was to discuss issues that haven't been reconciled <br />in reference to the interlocal agreements. It was also noted that all interlocal agreements may <br />not be ready by July 1S The good faith working relationship between the County and City will <br />continue until all agreements are completed and approved. <br />Mr. Hegwer stated the City was still working on the Planning /Inspection contract and they <br />are waiting on the GIS and Tax collection contracts from the County. It was noted there will be <br />an increase in inspection fees for the upcoming year since they are down two positions. <br />Mr. Crumpton stated the County will not charge rent on the Woodland Avenue office until a <br />move to another location can take place. It is anticipated that Planning, Inspections, <br />Community Development, and Environmental Health will merge into one larger location. <br />It was noted there were no proposals received for leaf and limb pickup when the County <br />recently bid out solid waste services. The City stated they would be open to working with the <br />County on leaf and limb services if at all possible. Commissioner Womack suggested the <br />County submit ;a Request for Proposal for joint City- County leaf and limb service and see if a <br />private citizen might be interested for a small fee. <br />Commissioner Dalrymple questioned recent rezoning petitions for Dalrymple Street and <br />Dreamland Trailer Park by the City. She stated she had received several calls from citizens <br />wanting to know what the City planned to do. <br />
