9 PmE 650 That Lee County will arrange financing for all remaining costs of the project if approved for State and Federal grant awards. That Lee County, in cooperation with the City of Sanford, will adopt and place into effect on or before completion of the project a schedule of fees and charges which will provide for proper operation, maintenance and administration of the system. That Lee County, in cooperation with the City of Sanford, will arrange for efficient operation and maintenance of the pro- ject on completion of construction thereof: That K. S. Harmon, Chairman of Lee County Board of Commissioners, and successors so titled, is hereby authorized to execute and file Step II and III applications on behalf of Lee County with the Environmental Protection Agency (EPA) and the State of North Carolina for grants to aid in the construction of the project described above. That K. S. Harmon, Chairman of the Lee County Board of Commissioners, and successors so titled, is hereby authorized and directed to furnish such information as the appropriate Federal or State agencies may request in connection with such applications or the project; to make the assurances as contained above, and to execute such other documents as may be required in connection with the applications. That the County of Lee has substantially complied or will substantially comply with all Federal, State, and local laws, rules, regulations, and ordinances applicable to the project and to Federal and State grants and loans pertaining thereto; and hereby authorized the above designated representative to execute an affidavit so stating. Commissioner Lila P. Nielsen moved the adoption of the resolution as read. Commissioner Jack D. Funderburke seconded the motion and upon a vote it was unanimously adopted. Mr. Elwin J. Buchanan then presented an application for a step II grant from the federal government to design an interceptor system serving the Cool Springs Estates, Westlake Valley, Glenwood, Hidden Valley, and Highland Acres Sub- divisions in the northern part of Lee County. The application was approved upon motion of Commissioner Jack D. Funderburke, seconded by Commissioner Lila P. Nielsen, which motion was unanimously adopted, upon a vote. Mr. Buchanan next presented for the Board's consideration, an appli- cation for a step two grant from the federal government for design of a pressurized effluent sewer system. The application was approved upon motion of Commissioner Lila P. Nielsen, seconded by Commissioner Jack D. Funderburke, which motion was unanimously adopted upon a vote. Mr. Buchanan then presented to the Board an application for a grant from the State of North Carolina, for the design of an interceptor system serving the Cool Springs Estates, Westlake Valley, Glenwood, Hidden Valley, and Highland Acres Subdivision in the northern part of Lee County.
