9 PmE 650 <br />That Lee County will arrange financing for all <br />remaining costs of the project if approved for State and <br />Federal grant awards. <br />That Lee County, in cooperation with the City of <br />Sanford, will adopt and place into effect on or before completion <br />of the project a schedule of fees and charges which will provide <br />for proper operation, maintenance and administration of the <br />system. <br />That Lee County, in cooperation with the City of Sanford, <br />will arrange for efficient operation and maintenance of the pro- <br />ject on completion of construction thereof: <br />That K. S. Harmon, Chairman of Lee County Board of <br />Commissioners, and successors so titled, is hereby authorized <br />to execute and file Step II and III applications on behalf of Lee <br />County with the Environmental Protection Agency (EPA) and the <br />State of North Carolina for grants to aid in the construction of the <br />project described above. <br />That K. S. Harmon, Chairman of the Lee County Board of <br />Commissioners, and successors so titled, is hereby authorized <br />and directed to furnish such information as the appropriate Federal <br />or State agencies may request in connection with such applications <br />or the project; to make the assurances as contained above, and to <br />execute such other documents as may be required in connection <br />with the applications. <br />That the County of Lee has substantially complied or will <br />substantially comply with all Federal, State, and local laws, <br />rules, regulations, and ordinances applicable to the project and <br />to Federal and State grants and loans pertaining thereto; and <br />hereby authorized the above designated representative to execute <br />an affidavit so stating. <br />Commissioner Lila P. Nielsen moved the adoption of the resolution <br />as read. Commissioner Jack D. Funderburke seconded the motion and upon a vote it <br />was unanimously adopted. <br />Mr. Elwin J. Buchanan then presented an application for a step II <br />grant from the federal government to design an interceptor system serving the Cool <br />Springs Estates, Westlake Valley, Glenwood, Hidden Valley, and Highland Acres Sub- <br />divisions in the northern part of Lee County. The application was approved upon motion <br />of Commissioner Jack D. Funderburke, seconded by Commissioner Lila P. Nielsen, <br />which motion was unanimously adopted, upon a vote. <br />Mr. Buchanan next presented for the Board's consideration, an appli- <br />cation for a step two grant from the federal government for design of a pressurized <br />effluent sewer system. The application was approved upon motion of Commissioner <br />Lila P. Nielsen, seconded by Commissioner Jack D.
