''64~ <br />q4- . <br />MINUTES OF THE SPECIAL MEETING OF THE <br />BOARD OF COMMISSIONERS FOR THE COUNTY <br />OF LEE, NORTH CAROLINA <br />Wednesday, February 26, 1980 <br /> <br />The special meeting of the Board of Commissioners for the County <br />of Lee convened in the Commissioners Room on the second floor of the County Office <br />Building, 200 Wicker Street, Sanford, North Carolina, at 1:45 o'clock p. m. , on <br />Wednesday, February 26, 1980, the same being the time, place, and date specified <br />in the call issued by the Clerk. Commissioners Jack D. Funderburke, Lila P. <br />Nielsen, and K. S. Harmon were present and Commissioners Clyde J. Rhyne and <br />Gordon A. Wicker, were absent. The Chairman declared that a quorum was present <br />and the meeting open for the transaction of business. <br />Chairman K. S. Harmon presided and the following business was <br />transacted: <br />Mr. Elwin J. Buchanan, Grants Administrator, Mr. Edward Fleis, <br />of Williams & Works, Inc. , and Mr. Allen Choate, Engineer, appeared before the <br />Board and reviewed the difficulties that have been experienced in the northern part of <br />the County in the use of septic tanks and the results of the meeting with state and <br />federal authorities in Raleigh earlier this month. Following the discussion, the <br />following resolution was read: <br />A RESOLUTION AUTHORIZING THE COUNTY <br />OF LEE TO SUBMIT AN APPLICATION TO THE <br />ENVIRONMENTAL PROTECTION AGENCY (EPA) <br />AND THE STATE OF NORTH CAROLINA FOR <br />IMPROVEMENTS TO WASTEWATER COLLECTION <br />SYSTEMS <br />WHEREAS, the North Carolina Clean Water Bond Act <br />of 1971 has authorized the making of grants to aid eligible units <br />of government in financing the cost of construction of wastewater <br />collection systems, and <br />WHEREAS, Resolution 74-31 of the North Carolina Board <br />of Water and Air Resources established a policy for approving <br />State grants from the Pollution Control Account of the Clean <br />Water Fund for Step grants for wastewater collection systems, <br />and <br />WHEREAS, Title II of the Federal Water Pollution Control <br />Act Amendments of 1972 (P. L. 92-500 U.S. C. 1251 et, seq. ) <br />authorized the award of Step Federal Construction Grants for waste- <br />water collection systems, and <br />WHEREAS, Lee County intends to request State and Federal <br />grant assistance to aid in construction of wastewater collection <br />systems as set forth in the "Section 2,01 Facilities Plan"; <br />NOW THEREFORE, BE IT RESOLEVED BY THE <br />BOARD OF COMMISSIONERS OF LEE COUNTY: <br />
