BOOK 9 F'GE 657 <br />The Chairman was authorized to execute a preliminary proposal <br />for a grant from the EDA for industrial park development with a total estimated <br />cost of $253, 000. 00, upon motion of Commissioner Clyde J. Rhyne, seconded by <br />Commissioner Lila P. Nielsen, which motion was unanimously adopted upon a vote. <br />Commissioner Clyde J. Rhyne moved that the budget for the project <br />for installing water line to the Buchanan Industrial site be approved and set as follows: <br />Line Item No. <br />10- 585- 04A <br />10 -585 - 45 <br />10 - 585 - 04B <br />Total <br />Amount <br />1, 000 Engineering <br />4,010 Construction <br />200 Audit <br />5,210 <br />Fund Source <br />N. C. Clean Water Bonds 1, 310 <br />Co. Water Bond Proceeds 3,900 <br />Total 5,210 <br />Commissioner Jack D. Funderburke seconded. the motion and upon a <br />roll call vote, Commissioners Funderburke, Nielsen, Rhyne, Wicker and Harmon voted <br />for it and no one voted against it. <br />Commissioner Clyde J. Rhyne moved that the sum of $10, 661. 00 be <br />appropriated from the Emergency and Contingency Fund to the sewer line project for the <br />Buchanan Industrial site and that the budget for the sewer line to the Buchanan Industrial <br />site be approved and set as follows: <br />Line Item No. <br />Amount <br />Fund Source <br />10 - 586 - 04A <br />3,400 <br />Engineering <br />N. Funderburke seconded the motion and upon a <br />roll call vote, Commissioners Funderburke, Nielsen, Rhyne, Wicker and Harmon voted <br />for it and no one voted against it. <br />Mr. Elwin Buchanan reviewed with the Board the work being done to <br />get the industrial park approved by the County Planning Board. <br />Mr. J. T. Knott, a Commissioner from Wake County was recognized. <br />Mr. Knott is a candidate for a seat in the North Carolina Senate. <br />Mr. Bobby Hurley and other members of the County Social Services <br />Board appeared before the Board of Commissioners and reviewed the budget request <br />for the County Department of Social Services. <br />A memo of understanding between the Department of Social Services, <br />Health Department, and Council of Aging, on "In-Home Services Co-ordination" was <br />read to the Board. Commissioner Lila P. Nielsen moved that the memorandum of <br />understanding executed by the various county agencies be approved. Commissioner <br />Jack D. Funderburke seconded the motion and upon a vote it was unanimously adopted. <br />Mr. Harry W. Skahn of Williams & Works, appeared before the <br />Board and recommended that the low bid of Jeter C. Johnson Construction Company, <br />in the amount of $128, 000. 00, be accepted. Commissioner Clyde J. Rhyne moved <br />that the low bid of Jeter C. Johnson Construction Company be accepted. Commissioner <br />Jack D. Funderburke seconded the motion and upon a vote it was unanimously adopted. <br />Commissioner Lila P. Nielsen brought up for discussion, the appoint- <br />ment of a County Manager. The members of the Board discussed the matter and also <br />the possibility of having a public hearing on the matter. No formal action was taken <br />at this meeting. <br />
